IPEの想像力 6/6/22
この1週間、学生たちと話し合う中で3つの問題が心に残りました。
（1）ゼレンスキー大統領はロシアとの和平案を受け入れるべきだ。たとえそれが、プーチンの「勝利」を意味する、クリミアと東部占領地域の現状維持、ウクライナの中立化、西側経済制裁の解除、戦後賠償請求の相互放棄を含むとしても。
斉藤孝『戦間期国際政治史』の中から、ヴェルサイユ体制と賠償金問題に関して英仏の違いを指摘した部分を話し合いました。なぜイギリスは少ない賠償金を、フランスはできるだけ大きな賠償金を求めたのか?
イギリス政府が自国や多国間の債務問題に強い関心を持っていたことに比べて、フランス政府はドイツ軍事力の完全な破壊、それを復活させる経済力も含めて、ドイツ懲罰の決意が強かったと考えました。では、どのように合意に達したのでしょうか?
テキストの記述から、私たちはアメリカの和解案を取りあげました。賠償金を支払うドーズ案です。ヨーロッパ諸国に対して債権国となったアメリカが関与することで、賠償金を確定し、アメリカからドイツへの債券投資が行われ、ヨーロッパ経済が再生するメカニズムが築かれました。
今はどうか? ロシアが敗北するとき、賠償金を抑えるべきか、できるだけ多くとるべきか? アメリカの関与は、どのような和平案を経済再生の条件にするのか?
戦争を止める。それが重要だと思います（先週のYanis Varoufakisや今週のStephen M. Walt参照）。ウクライナとロシアの双方が、停戦から和平案に向けて、合意形成を促す機会と方策を西側が採用するなら、平和が実現すると思います。たとえば、①停戦ラインを第3国や国連軍が監視し、非武装地帯を拡大する。②アゾフ大隊を含むウクライナ兵の捕虜とロシア兵の捕虜を交換する。③住民に対する食糧・人道支援物資の受け入れ、医療サービスを認める。④占領・奪還地域に国際機関と双方の報道記者のアクセスを許可する。
何より、ウクライナへの戦後復興支援と、ロシアを含む安全保障の枠組みをアメリカが提供します。

（2）テキストの賠償金問題から、トランスファー問題、ハイパーインフレーションのことを私は考えました。ハイパーインフレーションの原因として、財政赤字を紙片御印刷で賄うこと、賃金と物価とのスパイラルが起きること、外貨に対して通貨価値が下落し、資本逃避や輸入品の価格が上昇することを挙げました。
Reviewで見つけた2つの解説が興味深いです。ハイパーインフレーションを鎮静化した国際金本位制復帰は、その後、資本流出と財政緊縮の悪循環に陥りました。このとき、アメリカでは大恐慌からデフレ政策を進めたのです。H. Jamesは、ユーロ危機でも同じことが起きている、と大国の政策を厳しく批判しました。

「戦争は国際秩序の調整過程である」というR. Gilpinの考察を大学院で話し合いました。バイデンの外交政策を縛る、国内政治のトランプと国際秩序における中国を、明確に克服するという姿勢を示してほしい、と私は思います。もしGilpinなら、中国をどのように扱うのだろうか?

北朝鮮の核兵器や台湾防衛に関するバイデンの姿勢をめぐって、軍備拡大や強硬論が日本でも目立ちます。しかし、Zachary Karabellや、米中協力を求めるOriana Skylar Mastroの意見を読んでください。軍事的な均衡は、地域安全保障として成立し、貿易や投資をめぐる外交において平和と繁栄の条件に拡大される。そういう見通しを、もっと議論すべきだと思います。
