いざ選挙！ しかし、選挙の争点が見えません。賃金は低いまま、物価高。どうしてなのか? ロシアのウクライナ侵攻と西側による経済制裁。しかし、それ以前からインフレは英米で問題になっていました。中国のコロナ対策、物流の混乱? エネルギーや食糧の輸入依存? 他方で、日本はずっとデフレを悪者にして、インフレになるのを歓迎（?）していました。
英米やユーロ圏で金利が引き上げられても、日銀は超金融緩和をやめません。円安は、インフレ目標を達成するために、むしろ頼ってきたものです。やはり、俗称アベノミクスがおかしい!? 金融の超緩和で、マイナス金利、公的資金による株高を促し、財政赤字が累積するまま放置してきたことが、いよいよインフレや金融資産市場の破局に向けて坂を転がり始めたのか?

立憲民主党、自由民主党、日本維新の会、日本共産党、国民民主党、公明党の選挙公約を観ました。どの政党も、よく整理されていると思いました。権力闘争や「党利党略」を除けば、中身のある政策論議と制度改革に向けて、アイデアを出し、協力できると思います。
債務危機を回避し、国民のひとり一人が生活の改善、豊かな機会を実感できるように、成長のフロンティアを拡げてほしい。そう思ったのは、成長やインフレについて、イギリスの問題をThe Economistが整理した記事を読んでいたからです。ボリス・ジョンソンがいつまで首相でいるのか、とは別に、G7やOECD内の比較でイギリスの生産性上昇率が底辺に近く、非常に低い。もっと生産性を高める投資を、どうして行えないのか?
日本でも、インフレ対策や防衛費の増額、子育てや年金、消費税など、選挙のための個々の政策をバラバラに掲げるのではなく、日本経済の在り方を議論してください。先週のReviewに紹介した3人の主張も、巨大な債務に頼る日本を考えるヒントになるでしょう。ぜひ読んでください。

研究室で、ブレイディみかこの『ヨーロッパ・コーリング・リターンズ 社会・政治時評クロニクル 2014-2021』を読んでいると、アダルト・エデュケーションADがなくなることを心配していました。彼女はADで保育士の資格を得たそうです。

学生たちに、選挙が重要だ、投票に行きなさい、と言えるでしょうか? わざわざ投票所に行く気がしない、そういう若者を励ます制度にしてほしい。たとえば、
ルール1：選挙ごとに政権が交代する。・・・与党が必ず交代します。たとえば、必ず複数の政党から推薦を受けて立候補します。与党の議席が第１党にならないように、当選した議員の政党を決めます。与党は次の政権から外れねばなりません。
ルール2：投票に重みを付ける。・・・ウェイト投票にします。たとえば、有権者は5票を行使できます。1人の候補に5票入れることも、複数の（他選挙区）候補に分けて投票することもできます。
ルール3：地方に委ねる。・・・EUの「補完性の原則」を日本に適用します。「意思決定は可能な限り市民に近いレベルで行われるべきだ。」
ルール4：分野ごとに委ねる。・・・重要政策分野を異なる政党が解決する責任を負う。
ルール5：市民による特別調査委員会を設けて政治家の責任を問う。・・・投票や選挙を「みそぎ」にさせない。
