円安の流れが続いています。しかし、日銀やBISが示す実質実効為替レートはどうなのか？
デフレ（低インフレ）経済において、価格競争力を維持する水準を考慮すれば、その通貨が強く（円高に）なるはずですが、今の日本はそうではないわけです。貿易より投資・資本移動が、為替レートを振り回します。
日米の金利差が大きく、キャリー・トレードが円安を促すのでしょうか。アメリカのインフレが鎮静化し、金利を下げる（日米金利差が縮小する）という期待がありました。しかし、その予想が外れて、円高を期待していた投資家（投機家）の持ち高が逆転したようです。
イエレン財務長官（前FRB議長）が為替市場への介入に反対する意見を述べました。また、日銀の植田総裁も円安を金融政策には反映しない、と答えています。
しかし、大幅な円安は輸入物価を引き上げ、実質賃金を低下させます。・・・なぜ政府は為替市場に介入しないのか？ なぜ日銀は金融政策に関して為替レートに言及しないのか？

在外研究でお世話になったベンジャミン・J・コーエンは、コンゲームだ、と言いました。「コンゲーム」とは、詐欺・謀略による勝負を描くドラマです。もはや市場の投機が問題ではなく、政府も中央銀行も金融市場に翻弄され、政策の効果はコンゲームによって決まるのです。
かつてリチャード・N・クーパーが、為替レートの調整で対外赤字の抑制（通貨危機の回避）をはかった国では、多くの政権が倒れていることを指摘しました。調整政策は政治的に採用できない、と思います。
コンゲームを支配するトップ・カレンシー（USドル）といくつかの貴族通貨（ユーロ、円、ポンド）があり、他の多くの奴隷通貨はひたすら翻弄され、海が荒れるほど主要通貨へのリンクを強化します。
どうすればよいのか？ ・・・民主的な政府には、国際合意と資本規制が必要です。

大学院生と読んでいる1968年の論説で、チャールズ・Ｐ・キンドルバーガーは、変動レートにより金融政策が「自由」になる、という議論を明確に否定しました。
ジョン・ウィリアムソンは、目標為替レートの国際合意と協調介入を支持しました。しかし、クーパーはそれに反対し、アイケングリーンの本を推奨したのです。政治家たち（レーガンやトランプ）が長期の均衡レートを（国内政治より）尊重するわけがない、と思ったからでしょう。
もちろん、為替レートの水準に合意することは難しい、と思います。アメリカはインフレを抑えるために、ドル高を歓迎します。円安（ドル高）を阻む介入には協力しません。
しかし、後から観て（政治的な意味も含めて）、為替レートの社会的に望ましい長期均衡水準を判定することはできるでしょう。プラグマティックなやり方で、各国政府・中央銀行は、この水準を決めるルールについて、市場参加者に説明してはどうでしょうか。
為替・金融市場参加者は登録制にして、その取引データをすべて監視します。そして、たとえば、長期均衡水準から10％以上外れた取引で生じた利益には課税し、30％以上外れた取引は利益を没収します。50％を超える投機的な水準の取引を続ける業者は何倍かの罰金を支払わせ、繰り返す業者の登録を停止します。

今では、資本規制を支持する議論が優勢になったと思います。
地域の社会資本や雇用が大切です。社会にとって長期的に望ましい、生産的投資を促すような資金配分を市場が達成するには、カジノのような短期利益の追求を抑制するのがよいでしょう。
政治家の能力を、コンゲームの優劣によってではなく、民主的な政策合意の成果を積み重ねて地域格差や国境の壁を低くすることで測る方が、人口減少や難民問題も解決に向かう新しい世界が得られると思います。
こういうメッセージを導く私の「研究」は、今に至るも、あまり進展しませんでした。
