核兵器の拡散と複雑な均衡の下、グローバル・サウスの要求、中国、ロシア、インドの新しい帝国主義、インターネットとデジタル市場を支配するプラットフォーマーが争います。アメリカの優位を支えてきたドルと世界金融市場の拡大局面は終わり、中東、アフリカの多元的な都市国家、さまざまな地域同盟の模索には、中国との貿易や投資が深く関与します。

美しく咲いた桜の枝を剪定する鋏には星条旗がプリントされていました。それが目についてSchumpeter「なぜ日本株式会社はもはやアメリカの虜になっていないのか」を読みました。Brexitの週に出たThe Economist表紙を思い出します。（ユニオンジャックがプリントされたパンツを掲げて離脱派に降伏した。）
・・・1982年にデトロイトで、アメリカ人の自動車労働者2人が、中国系アメリカ人男性を殴り殺した。彼らは、アメリカ人の仕事を盗んだ日本人と間違えていた。同情的な裁判官は彼らに懲役刑なしで3,000ドルの罰金を言い渡した。この法外に寛大な判決は、後に政府最高レベルにまで広がる雰囲気を反映していた。世界の経済大国として日本に追い抜かれることを恐れたアメリカは、バールを振り回したのだ。貿易制限を課し、日本の国内市場をこじ開けようとし、ドルの対円の価値を下げる国際的な取り組みを主導した。 1990年代に日本の資産価格バブルが崩壊して初めて、アメリカは日本を放置した。

それでも日本企業のエリートは、アメリカの成長する市場から切り離されることを恐れ、アメリカの市場の考え方を取り入れました。そのうえ政府も、安全保障についてアメリカの要求をむしろ進んで受け入れます。中国に対抗するアジアの同盟を指導する役割に、日本政府はアメリカの描く国際秩序の模範、不可欠の一部になろうとしています。
