ユーロ危機、難民危機を経て、ヨーロッパはさらに厳しい局面に入るのでしょうか？ プーチンによる戦争と政治介入。習近平体制による高度な工業製品、特に、EVの輸出急増。そして、ドナルド・トランプが再び大統領になれば、NATOを失い、グローバルな貿易・通貨戦争が頻発する。

社会が構造を変えるには大きな困難がともないます。
主要な産業を失った地域社会が、技術や国際競争、市場価格の変化に応じて、静かに消滅していくか、と言えば、そうではない。そうあるべきだ、早くそうしなさい、ということが必ず正しいわけでもない。なぜなら、自分たちの仕事や町、仲間に対する愛着や誇りが、市場の評価とは別に、とても大切だからです。
政治にとって一つの難問は、都市中枢と農村、安定性と革新のバランスを取ることです。工業力の地理的な移転、移住者・移民・難民を、賛成か反対ではなく、どのように、どこまで許容できるか。しかし、政治を動かすのは、都市で学んだ知識階級であり、金融ビジネスやインターネットを介する巨大企業です。彼らは、地方から富を吸い上げる高度な社会エンジニアであり、不在地主のような、世界都市富裕層としてアイデアを共有します。
経済成長や富の蓄積は、人びとの満足や幸福な日々を実現する能力の指標、あるいは、素材であって、それ自体が優れているわけでも、正義や良心に照らして支持されるわけでもありません。しかし、成長は財政規模、雇用創出として、富は企業、経営者、資産家の社会的評価として、支配的な意味を主張します。それは変わると思います。

気候変動、高齢化・少子化、AI革命。それらに対する統治能力と、人びとの政治的意思決定をめぐる構造変化が求められています。旧産業や衰退地区の人びとはどうするべきか。防衛産業の再建、気候変動対策への投資、AI開発競争のバブルと社会的制御。
安全保障の合意を重ね、国際収支不均衡と国内雇用の国際協調を模索し、不平等な市場システムと権力の私物化に対する不満を、何よりも真剣に受け止めて、プーチン、習、トランプの支持者たちにも改革への参加を呼びかけます。
