成長する都市に対して、地方の経済は衰退します。雇用の機会がない。ダイナミックな産業がない。適当な住宅がない。娯楽がない。そもそも所得が低い。物が売れない。高齢化している。中央からの財政移転に依存している。その結果、政策や政治家の選択肢・発想が限られている。
しかし、世界中が都市化するばかりでよいのか、と感じます。世界人口の90％が巨大都市に暮らす、と考える地理学者もいますが。都市の利点と、そのマイナスの影響とが、多くの要因の影響を受けてバランスし、変化しているわけです。
都市化に関わる、分業、自由貿易、グローバル・サプライ・チェーンなど、社会組織の見直しが始まっています。分業によって効率が高まること、世界貿易や多国籍企業のネットワークに取り込まれることが、必ず、その社会の発展や人々の豊かな生活につながるのだろうか？
さまざまな問題をNYTで雄弁に語るクルーグマンが、バイデンの地域政策については、めずらしく言葉を濁す？ 明確な説明を避けた、ように思いました。

地方に暮らす選択肢を考えながら、フェリーの中で、ジェイン・ジェイコブゾの本（『発展する地域 衰退する地域』）を読んでいました。・・・とてもおもしろい。
ジェイコブズの考えでは、都市の発展は、輸入置換（輸入代替）が活発に行われる多様な産業構造によって可能になります。しかし、同時に、成長する都市は周辺地域にその影響をおよぼし、さまざまな投入物を輸入し、製品や技術、資本を輸出して、そのダイナミズムを奪います。周辺に暮らす人々は、自ら都市に成長するか、産業の消滅と人口流出、都市からの輸入に依存し、財政移転で暮らす、脆弱な政治経済構造に閉じ込められます。
ウルグアイ、プエルトリコは顕著な失敗例として、他方、日本の東京郊外から都市に呑み込まれたシノハタ（仮名）、土地改革から中小企業の育成に投資を誘導できた、台湾の台北・高雄は成功例として、紹介されます。
大阪市民は今も、期待しているのでしょうか？ 移植された娯楽産業が都市を育て、観光や賭博の収入に依存すること、グローバル超富裕層へのサービス供給に向けて、旧都市や文化、環境を改造することが、本当に、住民にとっての好ましい変化をもたらす、と。長崎や伊勢志摩など、遠隔地における巨大リゾート開発にも、私は疑念をぬぐえません。
だれのための生産、だれの雇用でしょうか？ 日本人が家族旅行にも行けない、インフレで実質収入が減った、と苦しむ中で、円安やインバウンドを称賛するのは、「バナナ共和国」（植民地）化です。
地産地消、ローカル・カレンシーが話題になる一方で、輸入代替し、成長する都市への産業構造に転換した成功例はあるのでしょうか。

The Economistの記事（Urban economics: Boom: towns）によると、世界各地の政治指導者、石油大富豪、成功した起業家、ハイテク投資家、ファンド・マネージャーなど、権力と富を握る多くの人々が新しい都市の建設プランに熱心に取り組んでいます。
もし世界中の人々が「憲章都市」に移住すれば、優れたガバナンス、優れたインフラ、優れた教育などを利用でき、平和で豊かな暮らしを実現できるかもしれません。・・・本当に、できたら。
ジェイコブズは、アメリカの大都市や、多国籍化する企業の生産拠点、世界貿易に依存する消費生活、何もかも輸入するだけの工場誘致、他の地域に向けた効率的生産を拡大するための住民排除を、厳しく批判します。
技術革新の波が波及する中で、旧産業から新しい産業への交代、さまざまな最適規模と、輸入よりも域内生産を優先し、代替する過程で雇用を増やす地方都市が現れるかもしれません。遠隔地の方が、輸送コストは自然の障壁となって、ダイナミックな転換を刺激する、と思いました。
多くのダイナミックな小都市が地方に生まれる政策を、私は望みます。
