「移民の最適レベルはどれくらいですか？」・・・「その答えはエコノミストに決められない。それは、だれにとって最適なのか？ いつ（どのような条件で）最適なのか？ 移民による利益をどのように定義し分配するか？ という問題になります。」「それは複雑な現象であり、その決定は政治的な問題です。」
ケンブリッジ大学のCatherine Barnardによれば、格安航空券や携帯電話が普及した世界で、国連の難民条約は時代錯誤です。EＵの移民協定では、亡命の権利を個人にではなくＥＵの審査権限として認め、その認定作業を加速しています。しかし、受入れを加盟国全体に配分する強いメカニズムを入れても、最初に入国する国、ギリシャやイタリアの負担が大きいでしょう。これに対して、境界から遠い北欧などは受け入れを拒否することで罰金を支払います。
