何が国家や文明を導くのか？ ２つの考え方がある、と記事は区別します。１つは、支配者、富裕層が、奴隷や農民に公共事業を強制することです。もう1つは、公共物の必要を認めた農民たちが協力して、必要な労働に参加することです。アレンらは、前者なら、新しい河川の流域に新しい都市や国家が出現するが、後者なら、旧集落の農民たちが協力して、河川が遠くなっても運河・灌漑インフラを建設する、と考えます。都市や国家が発展したのは、旧集落を滅亡させなかった優れたガバナンスが構築されたからだ、というわけです。
人びとは、市場に似た社会システムへの反応を介して、都市を形成し、公共インフラを供給できる税制や国家機構を生み出したのかもしれません。

なぜ地震から1週間が過ぎても、死者の数が増え続け、避難民たちは凍える中で関連死のリスクを恐れねばならないのでしょうか？
たしかに地震の発生は予知できなかったでしょう。しかし、震度7の振れがあったことは、ただちに津波や土砂崩れ、水道、電気など、生活インフラの断裂、物資輸送の困難が予見できたはずです。高齢者の多い地域で、旧家屋が山間部にあれば、その被害が深刻になるのは当然です。
確認できた死者数は、当初、数名でした。もっと違う数値を挙げて、即座に大規模災害への対応を決め、救援活動を指導しなければならなかったと思います。
阪神・淡路大震災では、奈良の自宅が家鳴りするほどの揺れを感じました。東日本大震災でも、京都の研究室にいましたが、巨大なビルがゆっくりとうねりを生じていることに気づきました。
水や食料の確保に加えて、災害時、寒さをしのぎ、トイレや風呂を利用できる社会。高齢者、特に、地方の集落で、一人で暮らす高齢者・要介護者を救う方法。
地震や台風の国にいる以上、もっと災害への準備と即時の対応策、救助のためのノウハウや設備を配置し、短時間で行動できるガバナンスを私たちは築かねばなりません。

初孫の顔を観にいく秋山小兵衛も老いた剣客ながら、親しい友人の剣客が耄碌した上に、若いころの過ちを告白して、うろたえながら、助けを乞うしかない姿に、驚き、悲しみます。
まるで競い合うかのように、ウクライナとガザの犠牲者が増えるニュースと、能登半島の激震、家屋の倒壊、土砂崩れのニュースを観ていました。
