日本では政治資金問題にニュースの焦点が奪われ、こうした世界情勢と問い直しが進みません。しかし、日本政府を支える官僚たちは、今も、各分野で情報を集め、次の戦略を描く重要な時期であることを知っているはずです。

IPEの想像力 12/18/2023
ウクライナ戦争も、イスラエルのガザ侵攻も、その終わりが見えない情勢を読むほど、国際秩序の不安定さが増し、アメリカ外交に対する信頼の喪失が予想外に進むと感じます。NYTの論説が示したガザ戦争終結に関するアイデアは、ガザを新しい国際秩序に埋め込むものです。
今週のReviewを作る中で、２つの印象的な論説を読みました。
国際秩序に向かうアメリカの「例外主義」について、ナイの整理は説得的です。しかし、読み方によっては、例外主義の3つの源泉が枯渇したこともよくわかりました。
１．啓蒙主義の遺産、とりわけアメリカの建国者たちが信奉した自由主義思想。
２．ピューリタンの宗教的ルーツ。
３．戦略的な自由を与える地理と経済規模。
政治的理想の偽善が問われ、経済格差や社会的分断が深刻化して、ドナルド・トランプを大統領にしました。キリスト教の過激な主張やイスラエルのガザ侵攻を支援する姿勢、イスラム教徒への迫害を求める政治家がSNSを駆使して論争や選挙をゆがめます。ネットにおける経済活動や技術・情報の共有、中国経済の拡大により、アメリカは内政と外交の特別な自由を失いました。

世界金融危機とコロナウイルス・ショックの後、日本だけでなく、世界が債務依存を深めています。インフレを抑制する高金利は、発展途上国など、グローバルな債務危機や通貨戦争、それを恐れる財政逼迫を介して、安全保障や気候変動対策にも影響すると懸念されています。
中国の成長が減速したのは、米中貿易戦争だけでなく、高齢化、少子化、若者や女性の変化、不動産開発を成長のエンジンとしてきた地方政治の破綻、など、成長の局面が変わったことによるものです。北京の指導者たちが特別な答えを示せるとは思えません。
中国は、たとえ政治が対立しているときでも、アメリカや日本と官民で協力して、国家を超えた調整の可能性を高め、双方がその視野を拡大する契機をつかむ必要があるでしょう。アイケングリーンの整理は、その点で、深い意味があるのです。
同じく印象的な論説を、私は講義で紹介します。かつてアイケングリーンとアーウィンは、米中の貿易不均衡と通貨戦争を回避する政策の可能性を、アメリカ連銀の金融緩和と中国の人民元切り上げ、変動レート制という組み合わせで示しました。

覇権国の交代、もしくは、リーダーシップが、国際秩序の平和的調整に向かうには、国際システムの柔軟性と新興国の政治目標における受容性も必要だ、と大学院生に本を紹介しながら話し合いました。
米中は協力して、キンドルバーガーが明記した、5つの指導的役割を引き受けるでしょうか？
１ 不況や危機にある国の財に対して国内市場を開放しておく。
２ 景気変動に対抗して平準化する・少なくとも安定した長期融資を行う。
３ 金融危機に対して（国際的な）最後の貸し手になる。
４ 為替レートのシステムが安定化するよう監視する。
５ マクロ経済政策の協調を組織し、危機の国に融資する。

アメリカが唱える理想主義や、軍事力に頼る現実主義に頼るのではなく、長期的視野に立つ「国益」と政治指導者たちの責任感が、米中の協力や地域統合、国際会議の強固な基礎となり、その水準を高める。
そのような世界においては、ウクライナやガザへの侵攻は、許されないものとして、軍事力行使への圧倒的な反対で停戦に合意する、と思いました。
