中国が世界金融危機から世界を救った、という自負より、債務の洪水で経済成長を破壊した、という反省が、過度の財政緊縮をデフレにつなぐ恐怖をよんでいます。

IPEの想像力 12/11/2023
天満橋のOMMビルで開催されていた九州・山口合同移住相談会に行きました。長崎県五島市を含めて、4つの町のブースを訪ねて話を聴きました。
どうも、違う・・・ なぜ自分は移住しようと思うのか、改めて考えました。

その後、歩いて天神橋筋商店街の天牛書店を訪ねました。
学生のころから古本屋が好きで、天牛や梁山泊、京都、東京の古書店にもよく行きました。しかし、今はどうでしょうか。ブックオフが増えた半面、従来の古書店は姿を消したように思います。
天牛は、にぎやかな商店街の中の明るい店舗で、きれいな本を棚にぎっしり並べていました。価格も非常に良心的で、意欲的、挑戦的な専門書もあります。古書店の魅力をしっかり引き継いで、きっと書籍の回転も速いのでしょう。偉い、と思いました。
2冊、買いました。その1つが国末憲人の『ポピュリズムと欧州動乱』です。
拙著ではイギリスとアメリカから民主主義の溶解する時代を考えましたが、欧州大陸でも既存の政治秩序は根底から動揺し始めていました。ユーロ危機を経て、難民危機、国境の不安解消を、EUではなくナショナリズムの強化に頼る、政治の保守化が進んだようです。既成の右派から、より攻撃的な極右政治家が支持層を奪う動きは英米と共通しています。
2016年1月7日、パリの風刺雑誌『シャルリー・エブド』の編集部をクアシ兄弟が襲撃しました。編集長や風刺画家、コラムニストなど、12人が殺害されました。ムハンマド、イスラム原理主義を風刺した絵はイスラム世界各地で抗議デモを引き起こしていました。
犯人らは特殊部隊によって射殺され、人質4人も犠牲になった、さまざまなイスラム過激派のテロ事件と警備の重武装化とが進む、という経過は、他方で、市民的な自由を犠牲にするものでした。
国末氏の本は、移民たちへの差別、イスラム原理主義と世俗化の関係、政教分離、勧誘者の存在を指摘します。一方的な多元文化論でイスラム教の信仰の自由を求める主張を、マリーヌ・ルペンによる国民戦線の正常化とともに、市民的な合意を破る危険な試みと見ているようです。
なぜ戦後のフランスを築いてきた左派と右派の政治勢力は消滅したのか。ミッテランやその後継者たち、ジャック・シラクからサルコジへの政治の劣化は、フランス国民が大統領を選挙ごとに左右で交代させ、就任後は支持率の低下をもたらしました。エリートたちのスキャンダル、浮気、離婚、権力闘争によって、政治不信が広まり、政治構造そのものを崩壊させた、と紹介します。フランスの政治は、ポピュリスト的なマクロンとマリーヌ・ルペンの間で、深刻な危機を演じ続けているようです。
製鉄所や炭鉱の閉鎖によって苦しむ労働者たちに国民戦線は支持を広げました。国末氏は、マリーヌ・ルペンの政治家としての力量を認めつつ、彼女の強権体質に注意します。それは、トランプやプーチンにも共通する強権指導者 “strong man” の政治支配、排外主義に偏るナショナリズム強化です。

NHK「世界ふれあい街歩き」の古都・台南。レポーターは路地裏で、家族経営のブリキ工場を訪ねました。３代目の若い女性職人が、弟と一緒に、ブリキの板をたたいて茶筒を作っていました。叩くことで筒と蓋の隙間を調整し、密閉性と使いやすさを考えます。
熱帯の台南。工場は暑いけれど、お父さんと弟が加わって、日本にも輸出している、という姉の誇らしい笑顔が最高です。
それでも、経済の相互依存、市民的秩序の拡大がいつまで続くのでしょうか。台湾総統選挙が迫っています。
難民、イスラム教、黒人、言葉が通じない、貧しい下層労働者として、権利を認められずに酷使される。強烈な差別意識、暴力、犯罪集団の国際化。経済停滞で、労働者たちの賃金はインフレに追いつかず、不安定な地位で、工場閉鎖や解雇を恐れる。そういう国で、既存の政治構造が溶解し、極右に支配される日は、ヨーロッパに目前まで迫っています。
