しかし、日本は今も周回遅れ？です。他の記事は、全く異なる世界を伝えています。秩序を失った悲惨な土地が拡大し、各地で爆発的に死者や犯罪が増大している。また、アメリカ外交や米中関係が国際秩序の溶解に対して、手に負えない、お前のせいだ、と悲鳴を上げ始めました。

ガザ南部にもイスラエル軍の空爆が繰り返される中で、親も兄弟も見つからず、泣き叫ぶ少年の姿が忘れられません。ニュースで、やせた周庭のテレビ映像を観て、胸が痛みました。
戦争や危機、犯罪が広がる世界で、The Economistの2つの記事から、外交官たちのパニックを想像しました。
Lexington: Coming to Americaに付いた風刺画では、国家安全保障担当補佐官ジェイク・サリバンが大きな地球を中華鍋！に入れ、何とか持ち上げて歩いています。この中華鍋を振って地球を料理するのは大変でしょう。彼の足は、鉄の鎖で鍋につながれています。
中華鍋には、Home Frontと書かれています。すなわち、アメリカの国内政治、議会対策、大統領選挙、世論です。
・・・サリバンの立場は重要であり、しかも、不可能である。それは重要である。なぜならアメリカが、その衰退に対するあらゆる不安にもかかわらず、依然として歴史上最大の軍事力と経済規模を保持する大国であり、イスラエル、ガザ、ウクライナ、スーダン、ミャンマー、中国で起きていることへの同時対応を調整するのがサリバンの任務であるからだ。・・・彼の仕事は不可能である。なぜなら、アメリカ大統領が全世界を管理するべきだ、という期待は非現実的であるから。

・・・大国間で直接戦争が起こる可能性も世界中に漂っており、各国は現在消火活動を行っているにもかかわらず、将来に目を光らせることを余儀なくされている。この組み合わせにより、西側の外交官、将軍、指導者の能力は限界まで引き伸ばされている。
・・・危機に陥った外交官は、自分たちの時代が異常に混沌としていると感じることが多い。2009年から2014年まで欧州連合の事実上の外相を務めたキャサリン・アシュトンは、アラブの春、イランの核開発計画、セルビア・コソボ紛争を同時に扱っていた。「ウクライナ危機が始まったときのことをはっきりと覚えています」と彼女は2014年にキエフで起きた革命について言及し、「このすべてに耐えられる余力があるかどうか、まったく分かりませんでした」と語った。
・・・アメリカのアントニー・ブリンケン国務長官は、過去6週間、起きている時間のほぼすべてを中東の首都間の往復に費やしてきた。彼は最近、G7外相会議のため中東から東京に飛び、その後はインド、そしてサンフランシスコに飛んだ。

日本も、新しい首相が最初の訪問国としてアメリカを訪れる国の１つです。安全保障と通商政策をアメリカに認めてもらうことで、繫栄を実現できると考えています。しかし、アメリカの外交官も、軍事力も、すでにぎりぎりまで拡張しており、国内政治を意識して、縮小し始めていました。
もし来年、再びトランプが当選すれば、アメリカを訪問するよりも先に、しなければならないことが多くなります。中国を訪れる準備も、当然、必要です。

ベネズエラの政治・経済の混乱から逃げ出す人々を助ける活動が犯罪組織に乗っ取られて、移送やホテルで賄賂を取り、金のない者を人身売買し、ネットで誘い込んで無限に搾取する、犯罪の帝国を築いた者たちの話に圧倒されます。
ガザの戦争状態で関心を奪われたのはウクライナだけではありません。スーダンの内戦は、独裁体制を民主化運動が退陣させようとしたとき、軍が介入し、権力の奪い合いで始まりました。数百万人の難民、大量虐殺、飢餓が広がり続けます。
平和のために、繁栄を求める民主主義の政治体制を助ける、外交官も、軍事力も、ますます希少になっています。
