領土的国家とその国際システムが、平和を維持し、経済的な繁栄の条件を創り出すために、好ましい政治単位であり続けるには、一層の試行錯誤が欠かせません。
戦争や経済・政治の混乱、犯罪、貧困、抑圧を逃れ、仕事を求めて、多くの人々が豊かな国にあるかもしれない機会を求めて移動しています。アフリカ、ウクライナ、中東から、欧州連合へ。ラテンアメリカからアメリカ合衆国へ。アジアでは、工業地帯や、人口が減少する豊かな国へ、農業や工場、介護、建設業、サービス業における、労働力不足を埋めるために移住します。単身で一時的に、あるいは、家族や仲間とともに、新しい市民となります。
朝日新聞デジタル 連載 それでも米国へ 第1回、「死のジャングル」越え米国目指す移民 2歳児連れた母が見た光景は（バホチキート=軽部理人2023年11月28日）を読みました。
・・・生活苦からベネズエラの首都カラカスを発ったのは9月15日。バスや徒歩、小型ボートでコロンビアの町カプルガナまで行き、パナマとの国境沿いに広がるダリエン地峡を5日間かけて渡った。
・・・「たくさんの人がケガをして動けなくなっていた。だけど自分たちも生き延びることに必死で、誰も助けられなかった」。集落で体を休めていたエクアドル人のジェレミ・ゲバラさん（30）はそう語る。／ 地元で警察官をしていたが、麻薬組織のメンバーを逮捕した報復で同僚が殺害された。「出国しなければ殺す」との脅迫状が届き、妻と4歳の子どもを連れて脱出。だが地峡の川で滑り、足は傷だらけだ。

・・・昨年、富裕国は600万人を超える永住移民を受け入れ、これは史上最高の数字となった。また、200万件を超える亡命申請を登録した。このような数字は管理不可能でも不合理でもなく、受け入れ国の人口の 0.6% に達します。豊かな世界は、高齢化する労働市場のギャップを埋めるために移民を必要としている。

移民・難民に対する社会給付や医療サービスを制限する。受け入れに寛容な州へ、受入れに反対する州の知事が、難民たちをバスで送り出す。EUの合意に反して移民の再配置を政府が拒否する。シェンゲン協定を無視して入国審査を再導入する。イギリスがルワンダと、イタリアがアルバニアと合意し、難民申請者の審査と待機を、自国内で行わず、相手国で行う協定を結ぶ。難民流出を抑えるための国境警備を強化するよう流出国政府に資金提供する。難民流出国における教育や雇用促進のためのプログラムに投資する。

しかし、恐れるだけではないはずです。極右の暴力や独裁にむかう体制破壊者を待つことなく、紛争や軋轢は、社会的な分断と不平等や差別に取り組み、グローバリゼーションによる過度の市場支配を是正する、新しい市民の合意と連携を刺激します。
