ウクライナ戦争の長期化、イスラエル軍のガザ侵攻にもかかわらず、金融市場、通貨市場に目立った混乱はありません。そのように見えます。
ブレグジットとトランプ大統領の背景にあった時代の圧力が、さらに内外の秩序を破壊し、民主的な制度の維持をむつかしくします。大国でも、小国でも、政治指導者たちのさまざまな構想と、それをめぐる積極的な論争が、国民の政治意識を高める努力を必要とします。
今、世界経済についての不安、疑問は、債務が急拡大したことから生じています。世界金融危機による大不況を回避するための量的緩和QE、さらに新型コロナウイルス感染予防のための経済封鎖が市場を縮小する中で、財政赤字が金融緩和を継続させてきました。
何かの形で、それは終わるのでしょう。主要な中央銀行がインフレを管理する体制を維持できれば、高金利の時代が続く、と予想されます。かつて、過剰貯蓄を吸収する十分な投資が起きない、と心配した「長期停滞」論に代わって、インフレと不況の時代が続く「スタグフレーション」に関心が集まります。あるいは、日本の債務依存が日銀を取り込んでさらに拡大したように、政治が中央銀行を支配し、世界金融危機IIに向かいます。
超富裕層の影響力で政治の条件が変容し、政府の意思決定過程をゆがめています。彼らは国境を越えて資産を移し、グローバル企業とともに、ますます国家による課税能力を損なっています。金融危機のたびに、資本規制や課税強化よりも、資本市場統合化のために制度を整備することが要請されました。
中国、アジア全体に、少子化と高齢化が急速に進み、世界に貯蓄を供給できなくなります。成長のためのインフラ整備から住宅や社会保障システムの整備、温暖化対策、ナショナリズムに刺激された軍備拡大が、国境を越えて貯蓄を奪い合います。

産油諸国は、石油消費に課税して富を吸収することから、公共投資を組織する世界政府の投資信託を実現します。民主的な支持を得ることで、国境を越えて正当化されます。なにより、パレスチナ難民を助け、各地が吸収するためにもっと投資することでしょう。
しかし、独裁者はそれを望みません。サウジアラビアは、サッカー・リーグのために有名選手を引き抜き、世界ゴルフ大会を誘致し、AI技術から観光や不動産・都市開発に投資しています。

債務の累積は、無謀な政府を交代させ、政府支出の削減や民営化を必要とするでしょう。しかし多くの場合、財政赤字を抑制するのは難しいため、生産性の上昇による高成長、分配の平等化と中産階級の貯蓄、金利を超えたインフレによる債務の実質的な削減を、政府が組み合わせます。あるいは、制約を嫌って財政破綻し、政治的・社会的な大混乱とともに、対外債務を破棄し、ハイパーインフレや新通貨の導入、ということになります。
つまり、アルゼンチンです。ミレイ新大統領は、中央銀行を廃止し、ドル化を唱えています。
米中の争いで弱体化する国際秩序の周辺部においては、債務破綻を繰り返すアルゼンチンが、未来のシナリオかもしれません。
