かつてはラテンアメリカ、中東、アフリカがそうでした。しかし今、民主主義を侵食する多くの指導者がアジアに表れています。インドのモディ、インドネシアのジョコウィ、カンボジアのフン・セン、タイのタクシン、ほかにも。
歴史に照らして、政治指導者が重要な役割を果たすときがあり、その国の運命が転換しました。今週のReviewを作る過程で、2つの事件に関する記事を読みました。半世紀前、1973年のチリ、アジェンデ社会主義政権に対する軍事クーデター（The Economistなどの記事）と、1993年のオスロ合意に関わった人物による30年を経た回想（Foreign Policyの記事）です。

サルバドール・アジェンデは、50年前、軍に襲撃された大統領官邸で自殺しました。アメリカのニクソン政権が、ラテンアメリカに第2のキューバが現れたことを強く嫌い、CIAに反政府勢力への支援と経済攪乱を促すよう指示した、ということです。アジェンデの経済政策は支持を失っていましたが、中道派を取り込む政治同盟の模索、社会主義政策の見直しを国民に問う前に、軍の将校たちが起こしたクーデターで権力を奪われます。
アウグスト・ピノチェト陸軍総司令官が最後の瞬間にクーデターに加わり、その後の権力争いを生き延び、体制を強化しました。11年に及ぶ独裁体制において、秘密警察と暴力、政府系のテロ集団が主要な抑圧手段となりました。民主化後の調査委員会は、ピノチェトの体制は2310人を殺害し、3万人以上を拷問した、と報告しています。

アジェンデの経済政策はもう1つの焦点です。失敗だった、とThe EconomistやSEBASTIÁN EDWARDSの論説は評価します。ミルトン・フリードマンがピノチェトと会って説得した、財政均衡とインフレ抑制、貿易や国際投資の自由化政策を、政権内でシカゴ・ボーイズが「ショック療法」として実施し、市場経済の回復をめざしました。

バイデンのアメリカが台湾とアジアの民主主義体制を守る姿勢を明確にし、日本はそれに応えて防衛費を倍増する。ロシアが隣国の領土を軍事力によって奪い、他国の介入を核兵器によって阻んでいる。北朝鮮はロシアのウクライナ侵略に弾薬や武器、ミサイル、傭兵を供給する。米中対立が激化する中で、日本と韓国は、ともに、軍事力の行使が関係諸国にとって破滅的な結果をもたらすことを訴え、衝突の回避、軍事的均衡、安全保障構造、軍縮協定と国際監視の構築に向けて、違いを克服して協力する。
岸田の能面笑顔は、こうしたことを国民に向けて真剣に説得していません。アジェンデ、ピノチェト、ラビン、アラファトが示す歴史的役割から学ぶ姿勢はないのです。
