1993年9月、ビル・クリントンが立ち会い、ホワイトハウスで署名・成立した歴史的なオスロ合意で、パレスチナ難民たちは独立国家をめざしました。あれから30年を経て、テロリスト掃討を掲げたイスラエルの軍投入がジェニンの住宅を破壊し、息子を亡くした、とパレスチナ人の父親が語る姿をNHKの国際報道2023が意欲的に取り上げました。
なぜ何十年も難民たちは苦しみ続けるのか？ 番組の結びは、残念ながら、双方の学者のコメントをわずかに対比するだけでした。

高成長と豊かさを実現する代わりに、共産党が権力を掌握し、秩序を維持することを国民は支持した、と言われます。
しかし、ゼロコロナ政策を突然転換した中国は、その後、期待されたような需要の回復と高成長を実現できませんでした。むしろ、デフレ、不動産危機、債務不履行、若者の失業率上昇など、成長モデルが変化する局面に入ったようです。
それは、おそらく、予想されたことです。ルイス・モデル（無制限労働供給）の転換点を過ぎた。輸出に依存する高度成長モデルが終わった（日本がプラザ合意を受け入れたように）。インフラ整備、キャッチアップ型の高投資が限界に達した。
中国も「日本病（債務、デフレ、人口減少・高齢化）」を発症するのか？ しかし、中国の銀行システムは国有で、中央政府の債務依存率は、不良債権処理を共産党政権の致命傷にしないでしょう。ただし、日本に比べて一人当たりGDPが低い。アメリカの経済規模を抜く、という予測も疑わしくなります。
なぜ金融緩和や財政刺激策を積極的に取らないのか？ 共産党政権は、成長よりも権力の独占、アメリカや西側諸国の国際秩序（中国に対する封じ込め）に対する挑戦を優先しました。
習近平体制の下で、指導部は住宅開発業者を批判し、ハイテク企業と企業家の影響力を恐れ、ゲーム産業を抑え、大学受験に向けた民間教育に制限を加え、何より、香港の民主化運動を暴力と選挙制度・安全保障法の改悪によって粉砕し、その政治的意志を世界に向けて表明しています。

ギルピンの名著（War & Change in World Politics, 1981）の出版30年を記念する論文集（Power, Order, and Change in World Politics, 2014）が出ています。
ギルピンは、国際秩序が現実の社会・経済の変化に対して容易に調整できないため、その不安定化は旧秩序の権力や富を支配する国家・社会集団と新秩序を要求する国家・社会集団との対立、最終的には戦争に至る、と考えました。歴史は、繰り返し、覇権戦争によって国際秩序の転換を実現した。覇権戦争は国際秩序の調整過程である。
論文集は、アメリカから中国への覇権交代は起きるのか？ 覇権戦争を防ぐことはできないのか？ 国際秩序の調整を、平和的に、合意を形成して実現するには、どうすればよいのか？ と問います。
覇権に代わる国際秩序の形成メカニズムを、私たちは必要としています。John Ikenberryは、第2次世界大戦後のアメリカによる秩序を、リベラルな覇権国家として、歴史的に新しい可能性を開いたと考えます。アメリカの利益や支配集団は、リベラルな国際秩序（グローバルな市場統合、資本主義的な成長・投資）の中に実現され、その制約を受け入れます。
世界市場に参加し、アメリカの覇権に従う（市場統合によって利益を受ける）諸国では、その内部で社会集団やイデオロギーの配置が変化します。たとえば、封建制の地主・貴族集団や宗教的な支配集団は勢力を失います。それゆえ、リベラルな覇権国家と国際秩序は、覇権体制を強化し、同時に政治的価値を収斂させて、その国際調整過程を容易にするのです。
ギルピンは、核兵器による極端な破壊力が覇権戦争による調整を不可能にしただろう、と考えました。この点に関して、Daniel Deudneyは、核兵器が覇権国の政治的支配力を弱めたが、他方で、覇権戦争に至るような対立や同盟化、過剰拡大も抑制された、と考えます。問題は、核の拡散を防ぐこと、核兵器によるテロリズムを抑えるために国際協調することが、覇権国にとって困難になることです。

占領地を支配し続けるイスラエルは、宣言しないまま、核兵器を保有しています。イランやサウジアラビアは対抗する核武装を計画しています。
核による威嚇を、ロシアと北朝鮮は繰り返すようになりました。中国は、アメリカとロシアに対抗する核武装を加速しています。戦争に使用できる、小規模な、制御された核兵器の開発を競っています。
ロシアと北朝鮮の核による脅迫と国際秩序の改変圧力が増す中で、戦争による覇権の交代によらず、米中は新しい国際協調のメカニズムを見出さねばなりません。科学技術と市民革命のもたらす近代的な平和の条件が、地平線の向こう側にあるはずです。
