IPEの想像力 8/21/2023
ロイター通信や朝日新聞が示した、キャンプデービッド会談の主な合意事項を読みました。それらは、バイデン政権の外交戦略を反映する、画期的なものです。
すなわち、自由で開かれたインド太平洋。力または威圧による一方的な現状変更の試みに強く反対。北朝鮮の完全な非核化。台湾海峡の平和と安定。両岸問題の平和的解決。核兵器不拡散（そして、おそらく、核廃絶に向けた取り組み）。ウクライナ支援と、ロシアに対する強力な制裁で協調。ロシアへのエネルギー依存の低減。弾道ミサイル防衛に関する調整と統合の深化。これらについて、バイデン米大統領、岸田文雄首相、韓国の尹錫悦大統領が首脳会談で合意したわけです。
アメリカが＜ドクトリン＞と称するのは、国際秩序を構築する意思表示です。ウクライナ戦争、北朝鮮核弾道ミサイル、台湾海峡有事、その全体を、アメリカは民主主義諸国の共同覇権体制で解決する、と宣言したわけです。
しかし、これまでもそうですが、日本政府、そして、岸田首相のメッセージが国民に伝わりません。日本の外交・防衛に関する基本姿勢が転換すべき時である、と国民に訴える姿勢は、まるで感じられません。むしろ、真剣な質疑を無視して、議論を避ける。対立意見を示さないまま、合意だけを求める。
これは形だけの民主主義ではないか。ロシアも、中国も、北朝鮮も、国民の強い支持や民主的な意思決定を演出する。同じ支配者の成果主義、不毛なガバナンスに共通する深刻な欠陥が岸田首相にあると思います。
わずか数日で、政治の関心は、溶融した原子炉の冷却水（処理水、とよぶ）の海洋放出、という話になっています。反対意見があれば、それに対する答えは、「よく意見を聴いて」、「ていねいに説明」する。「科学的証拠」に基づく。政府の決断に向けた長い助走だけが演出されて、議論が深まることはありません。安全であることを示したいなら、世界の科学者に福島原発事故・廃炉作業の調査に協力を求め、データを公開するべきではないでしょうか。
世界の最高水準の処理を試みた。世界の主要な原発稼働国から、もし同様の事故が起きても、考えられる最善を尽くして日本は対処している、と称賛される政府であってほしいです。

日本政府の反民主的な性格は、さまざまな重要政策で、繰り返されています。真剣な、国民的な議論が必要なはずの政策転換が、何か既定の方針のように、閣議で決まります。
すなわち、原発の再稼働から使用期間の延長。気候変動対策と原発増新設。ウクライナ支援とNATO理事会へのオブザーバー参加。日米同盟の強化と防衛費倍増。反撃能力。
岸田政権は、安倍派の支持によって安定した権力基盤を得ています。安倍元首相の基本政策や政治理念・国家像、政権運営を、安倍派の政治家たちは競って主張するでしょう。安倍長期政権の意思を反映し、明示されない好みまで忖度するようになった官僚たちが、競って主要政策とその説明文を首相に渡し続けているのではないでしょうか。
新しい資本主義。所得（賃金）倍増が、結局、資産所得倍増計画へ変質しました。円安、物価高、ガソリン補助金。財政再建をとなえても、増税先送り、コロナ禍による予備費の膨張。日本学術会議の改革。マイナンバー・カードの制度・情報ミス。
自民党と旧統一教会の関係清算。安倍元首相の国葬。セクシャル・アイデンティティー、LGBT理解増進法。異次元の少子化対策という言葉遊び。技能実習制度。移民受け入れ、その家族と教育、社会保障、統合政策。不法滞在者の収用・人権問題。
リベラルを掲げる党派の指導者が、極右や反韓・反中国の宣伝、歴史教育問題、排外主義・国粋主義の言説、天皇崇拝や植民地支配の思想、性・人種差別が、所得格差の拡大、貧困問題よりも、岸田政権をふりまわしているのではないか、と懸念します。
日本が韓国と和解し、協力して、米中の対立に平和的な解決を実現する。福島の原発事故と廃炉問題について国際的な監視と助言のネットワークを立ち上げる。女性の社会的な活躍に向けて、安心して出産できる、LGBTの差別を許さない、平等な社会、民主的な対話に、政治が明確な力を与える。日本の民主主義に活気を与えるには、岸田首相がリベラルな指導者であることを国民に向かって示すときです。
