書店で見つけた新刊書を手にして、めずらしく購入しました。野口悠紀雄の『日銀の責任』です。
明晰で、わかりやすい説明に感心し、一気に読むことができました。アベノミクスと黒田日銀に対する、根本的に、厳しい理解です。
・・・低金利で円安を促し、大企業の利益が増えて、株価も上昇した。しかし、2％のインフレ目標は2年で達成できなかった。2022年の円安と実質賃金の低下は、労働者や国民経済にとって超金融緩和の罪悪を示した。
バブル崩壊後、日本はデフレ・スパイラルに陥った、と言われました。インフレではなく、デフレが問題を悪化させ、投資不足が続き、低成長から抜け出せない、と考えたわけです。インフレもデフレも貨幣的な現象であれば、通貨供給を増やすことや、インフレ期待に影響することが、その打開策になる、というロジックで、次第に極端な政策が支持されました。
日銀の金融政策とは別に、日本の成長を支えた主要産業が衰退した「日本病」に関する野口の指摘は深刻です。かつて世界の頂点に達した銀行業が衰退しました。バブル崩壊後、1990年代からは、中国の工業化、工場を持たないファブレス化、電気自動車への転換などが、鉄鋼、化学、機械、造船、家電、情報通信機器、自動車の衰退をもたらしました。
さまざまな変化に対して、日本企業は対応しなかった、と野口は批判します。むしろ、政府による補助金や保護政策、特に、円安政策により大企業は利益を確保した。それは技術革新や人員整理、新産業への挑戦を妨げ、他方、労働者の賃金を抑え、零細企業を苦しめる。アベノミクスやコロナ対策は、政府・中央銀行の間違った対応を示すものです。

たまたまThe Economistの記事（Artificial intelligence）は、日本型とフランス型として、技術革新の普及をタイプ分けしています。日本は、優れた技術革新を起こしたのに、それを普及させることに失敗した。普及によって達成できる生活水準より40％も貧しい。他方、フランスは都市から地方への革新の普及が早い。トップの企業と中堅企業との生産性ギャップが小さい。
記事は、普及に関係する3つの要因を指摘します。新技術の性格、競争、規制。

野口悠紀雄は、政府・日銀が目標とすべきは生産性の上昇であり、労働者の生活水準だ、と考えます。アベノミクスをめぐって、おそらく立場の違う伊藤隆敏や浜田宏一は、この主張をどう思うのだろうか？
