The EconomistのNATOをめぐる議論（NATO and Ukraine: Joining the club）に関心を持ちました。ウクライナのNATO加盟だけでなく、北朝鮮、韓国、台湾、沖縄、日本を、アメリカは同時に再考しているはずです。
バイデン大統領は、同盟への参加は「自動的に行われるものではない」と主張しました。これほどの犠牲を払って戦うウクライナに、NATO加盟を約束することは避けたのです。
NATOの東方拡大は、アメリカがゴルバチョフと約束したことを破るものだ、とロシアは批判してきました。旧ソ連・東欧諸国の安全保障をNATO加盟で実現する、というアイデアを国際関係のリアリストも嫌いました。大国同士が安全保障のために緩衝地帯を設けてきたことに反するからです。
記事は、ヨーロッパ諸国とアメリカの立場が逆転した、と指摘します。・・・2008年、アメリカのブッシュ大統領は、旧ソビエト連邦のグルジア（現ジョージア）、ウクライナのNATO加盟を求めてヨーロッパに同意を求めた。アメリカはNATO拡大の擁護者であり、完全加盟への前段階である「加盟行動計画」を推し進め、フランスとドイツはロシアとの敵対を懸念して抵抗した。ウクライナとグルジアが「NATO加盟国になる」と約束したにもかかわらず、その誓約を制定するために何もしなかった。今、役割が逆転している。フランスは明確な「加盟への道」を望んでおり、アメリカは約束することに抵抗している。
