インフレは、高金利ではなく金融政策の正常化、政治経済モデルの転換を求めています。
さまざまな価格変化は経済の構造や社会的合意を柔軟に作り変えます。それが円滑に機能することこそ、民主的な政治の基礎を支えるダイナミズムです。
金融危機を処理する過程で大規模な金融緩和と不良債権処理が行われました。それに続けて、パンデミックのワクチン開発や摂取、経済的悪影響を回避する大規模な財政支出が行われました。バイデン政権が、トランプの復活を恐れて、労働者の雇用回復と賃金上昇を強く刺激したことも、中国の影響力拡大に対抗して産業政策を採用し、通商政策を転換してグローバリゼーションを制限したことも、インフレの背景になっています。
あいまいな多数派をめざす政治は、分配問題を避けます。しかし、公的債務の水準が高い中で、主要諸国の金利上昇が、債務削減競争を強いるかもしれません。
企業の投資や生産活動が、国境を超えるサプライ・チェーンや資本市場に依拠する時代に、増税による再分配が重要な役割を果たすことはないでしょう。もっと直接に、分配の改善と結びつく成長モデルが必要です。
技術革新の波及と市場統合の利益について、新興諸国は成長を実現しています。高所得国も、インターネットを介したグローバル市場とAIやハイテク大企業に対して、自国の政治課題を解決し、グローバルな債務削減に貢献する仕組みを作るべきです。
