北朝鮮が核武装し、アメリカ本土に届く弾道ミサイルを開発しています。トランプ大統領が日米安保条約の不履行を示唆し、日本を脅しました。プーチン大統領は、ウクライナ政府を完全に屈服させるため、軍事侵攻と占領を続けています。バイデン大統領は、人民解放軍の台湾進攻に米軍が介入すると明言し、日本は共同行動を支持しました。米中貿易摩擦が日本の繁栄の条件を根底から疑わしいものにしています。

そこには、The Economistの記事（America and Iran’s nukes）で読む中東と、共鳴するような震動があります。
イランの核武装と中東地域の核拡散、エスカレーションを避けるために、アメリカとEUは、安保理常任理事国を含む核合意をイランと結んでいました。しかし、トランプはオバマ政権の仕事を嫌い、条約から離脱し、経済制裁の緩和ではなく強化を唱えました。イランは、その後の5年で、容易に破壊できない濃縮施設を地下深くに建設しています。

では、台湾の現状を維持する軍事的な抑止に合意するだけでよいのか、と言えば、そうではないでしょう。
緊密な市場統合と資本や技術の移転で、アジア・太平洋諸国は繁栄を遂げてきました。台湾海峡や朝鮮半島の軍事境界線に限らず、軍事的緊張を緩和し、地域の協力と国際機関の監視を加えて、長期的な平和的解決の途を見出すべきでしょう。各地の住民たちの集団的な意思決定が重視される仕組みを育てることが重要です。
米中間の交渉と合意が積み重ねられる時代に向けて、日本も準備しなければなりません。

現実は変わっても、日本の平和主義や被爆者の核廃絶に向けた意志は継承できるはずです。日本は、ウクライナ戦争や台湾をめぐる米中対立から、積極的に学び、行動する必要があります。
戦争を否定する＜防衛＞とは何を意味するのか？ 現代において、平和と繁栄の条件をいかに築くのか？ 野党は、その答えを含めて、自民党に代わる政権構想を示すべきです。
