アメリカ人の過食と体重オーバーは、しばしば目に余ります。なぜ子供たちは小さく、かわいいのに、大人になれば巨大な体重を容認するのか？ そういえば、「町山智浩のアメリカを知るTV」でもアメリカ疾病予防管理センター（CDC）が肥満を扱っていることを紹介していました。しかし、満腹感を刺激する薬で治療する、という記事です。
開発の優れた成果が注目されながら破綻国家に向かい始めたバングラデシュ、ブレグジットの条件で勝利しても、EU内のバランス・オブ・パワーが東にシフトする時代を迎えるEU政治、に注目しました。

WBCと言えば、大谷の活躍で日本が優勝した野球の話ではなく、世界金融危機を再現しつつあるグローバルな銀行業が、次世代の記憶に残るでしょう。
リーマン・ショックに代表される英米発の「世界金融危機」は、英米金融機関の公的な救済、特に、アメリカ、イギリス、ヨーロッパ、日本の中央銀行による大規模な金融緩和と、中国の財政刺激策、が実現して、世界恐慌を回避しました。そして、G7ではなく、G20を舞台に、通貨の切り下げ競争や保護主義の回避が主張されたわけです。
しかし、債務の証券化、金融革新によるリスク対策、金融ビジネスの拡大（肥大化）、それを「成長のエンジン」とみなす英米の金融・経済思想は変わりませんでした。さまざまな規制、自己資本の強化、厳しいストレステストを義務付ける。しかし、リスク評価は巨大銀行システムの内部評価に頼り、グローバルなシステミック・リスクに及ぶ巨大銀行を30行指定して、重点的に監視する。
シリコンバレー銀行SVBの破綻に関して、日経新聞やFT、PS、The Economistなどを読みながら、いくつかの点がつながると思いました。
・・・ハイテク企業の強気な投資が失敗するケース。コロナ後、Amazonなどによる大量解雇。
・・・FRBが、「一時的」とみなしてきたインフレの判断が間違いだった。インフレ加速に対する急激な金融引き締めを続けている。QE（量的緩和）からQT（その逆転）へ。
・・・超低金利・ゼロ金利による大量の債券購入がもたらす利益を、永久に得られるものと考えた。しかし金利上昇と債券価格の下落で、含み損が発生している。
・・・SNSによって、預金引き出しのパニックが瞬時に感染し、1日で巨大な資金流出が起きた。
・・・30行に指定されたクレディ・スイスは、経営上のトラブルから救済のためにUBSに買収される。国家の経済規模を超える国際銀行が誕生する。
モハメド・エラリアンはＦＴ（そして日経新聞）の記事に書いています。
・・・広い意味で現在の金融政策の転換に内在する「トリレンマ」を明確にした。すなわち、①金融システムの安定を確保すること、②2％の物価上昇（インフレ抑制）、③雇用の最大化（成長・雇用）をFRBは求められている。
たとえSVBやクレディ・スイスの危機が拡大しなくても、国際金融システムはこのままでよいのか？ エラリアンは、①モラルハザード、②銀行ビジネスの巨大化・集中、③インフレ抑制の利上げ停止、が解決されるまで、多方面のリスクに対してバランスをとるしかない、と考えます。

日本の銀行は、もっと危険ではないか？ たとえば次のWilliam Pesekの記事「「裸で泳ぐ」地銀 SVB破綻が鳴らす日本への警鐘」（Forbes アジア2023.03.20）は率直です。
・・・2008年以降最悪となった米銀破綻は、日銀がまさに避けてきたことに端を発している。米連邦準備制度理事会（FRB）が進める「金融政策の正常化」である。
・・・1999年、日銀は世界で初めて政策金利をゼロに引き下げた。2001年には、当時未踏の領域だった量的緩和（QE）に足を踏み入れた。以来、日銀はそこから抜け出せていない。
・・・日銀の巨大なATMがあるおかげで、この間の日本の歴代政権は、非効率な行政手続きの改善や労働市場の規制緩和、起業の促進、生産性の向上、女性のエンパワーメント、外国からの人材誘致拡大といった課題に向き合わずにすんだ。
・・・新型コロナウイルスのパンデミック（世界的な大流行）が始まった当初の時点で、日本の全預金の半分近くは地銀が保有していた。
・・・海を隔てた米国で起きたSVBの破綻は、自民党と日銀に、日本経済を正常化させる時が来たと告げる警鐘になった。
しかし、幸い？日本のハイテク産業、ベンチャー投資はアメリカほど振るわなかったので、影響が及ばないだろう。また、日本の（高齢！）預金者は金融市場の動向に対して非常に鈍感で、預金を引き出さない。
日本では、含み損が意識されるより、金利の上昇で再び利ザヤを取る伝統的な銀行業が復活する、という期待があります。

金融システムを長期の、生産的な投資と雇用の拡大、技術革新の波及に役立つシステムとして、また、国境を越えて投資や融資が安定的に提供される機能を高めるように、改革するチャンスかもしれません。
金融ビジネスの私的な利益を社会的・長期的な利益に一致させねばなりません。それにふさわしい金融商品を開発し、不適格な取引に課税し、あるいは、処罰します。
大谷翔平がインタビューで答えていた野球だけでなく、２つのＷＢＣはアジアにおいて、野球と、銀行や金融ビジネスが、コミュニティーの発展と国際協調を支える形で、もっと発展する姿を示す好機となるのです。
