核兵器や原発のない世界。戦争のない世界。願うのではなく、そういう秩序を築く歴史を学びたい。
The Economistの記事（Free exchange: The case for optimism）を読みました。第1次世界大戦前にグローバリゼーションが頂点を過ぎ、再建されないまま逆転した時代、大恐慌、世界戦争に向かった歴史について、悲観的コラムが多くあります。しかしこの記事は、さまざまな未来に向けて、事態が好転する条件や要因は何か、考察します。
記事によれば、グローバリゼーション楽観論を支持する3つの要因があります。まず、人口変動です。グローバリゼーションが、労働力の豊富な貧しい国から、豊かな国に向けて、安価な工業製品や移民・難民が流入したことは、以前の逆転局面と同じでした。しかし今、製造業を自国に回帰させるための政策や、豊かな国の（金融危機・パンデミックからの）経済回復と失業率の低下が、賃金を引き上げつつあります。人口減少対策とともに、外国における豊富な労働力の利用は、グローバルなサプライチェーンの中で再び支持されるでしょう。
第2は、技術革新です。輸送・通信コストを大幅に下げた技術革新は、各国の関税引き下げなど、自由化政策とともに、グローバリゼーションの重要な条件でした。さらに今、リモート・ワークのための技術革新が、自動翻訳や会話・音声の情報処理技術とともに、国境を越えるサービス取引を増加させています。AI技術の普及で成長率が高まれば、その指導国はサービス取引の自由化を強く支持し、各地の投資が増えるでしょう（アメリカの国際秩序再建Ⅲ）。
