ロシアがウクライナに侵攻して1年を記念する対談や会見、記事、集会がありました。
ベン・ステイル『マーシャル・プラン』を読みました。NATOが東に向けて拡大することに、ロシアを刺激する、と多くのリアリストたちは反対しました。実際、ウクライナ侵攻が最初の反応ではなく、ジョージア、モルドバ、ウクライナ東部でも、ロシア系住民と分離主義を刺激する「凍結された紛争」が続いていました。プーチンは、ベラルーシの大統領選挙を捏造したルカシェンコを助けました。ウクライナでも、ロシアとの停戦合意は、NATOを排除する緩衝地帯として「地域紛争の弧」を描くことかもしれません。
マーシャル・プランは、アメリカがヨーロッパの戦争に再び関わらず、経済援助で安定化することが早期撤退を可能にする、という発想で成立しました。第1次世界大戦後の秩序再建が失敗したこと、ドイツ賠償金問題とドーズ案・ヤング案の反省。ドイツ復興に関する意見対立があったこと。ドイツを農業国に変えるモーゲンソー・プランの排除（ブレトンウッズ会議はモーゲンソーとホワイトが運営しました）。ベルリンの統治をめぐるスターリンとの駆け引き。通貨改革とベルリン封鎖、空輸作戦、西ドイツの誕生が、マーシャル・プランを軍事同盟としてのNATOと合わせた「冷戦」の秩序に変えました。
ベルリンの壁が崩壊し、ソ連邦が解体する過程と、東西ドイツの統一（実際は吸収）、しかもＮＡＴＯ拡大が起き、記録映像を巻き戻すように、通貨改革やＥＵ拡大、プーチンの帝国主義が再現しました。
ステイルが示す教訓は、おそらく、「冷戦」において、助ける国だけでなく、捨てる国もあった。大戦略は「軍事力の均衡」に基づく「交渉と妥協」である。貿易や投資、あるいは、民主主義で世界が1つになるという幻想は、むしろ、排除された大国との戦争を刺激する。

The Economistの記事には、助けてほしいと懇願する老人と、手で建物の瓦礫を取り除く住民たちの深い絶望があります。トルコ政府の説明に、住民たちは納得せず、その怒りがエルドアンの再選キャンペーンを狂わせます。
しかし、シリアの被災地域には救援を組織できる統治がありません。10年以上も内戦が続く地帯であり、アサド政権の政府軍、それを支援するロシア軍によって公的機関が破壊されました。アサド政権は、大火災やパンデミックにも対処できず、放置しました。

ロシアでは、中央銀行のエリヴィラ・ナビウリナ総裁など、優秀なエリート官僚たちが、ウクライナ侵攻と西側の経済制裁に対する経済活動の安定化に成功しました。経済的破局を予想した西側に対して、プーチンは戦争の勝利に向けた自信を深めたはずです。リベラルな官僚指導層は戦争に反対したにもかかわらず、侵攻後は、自分たちのポストと能力の正当化を選択しました。
強硬派によって排除されるか、経済の一層の軍事化に呑み込まれるまで、エリートたちの「囚人」＝「奴隷」化は続きます。

それは英米軍の兵士がイラクやアフガニスタンの戦場から戻って苦しんだことと同じです。今、訓練を受ける兵士たちは、自分の苦しみを語ることは恥ではない、と教えられます。

チャ−ルズ・P・キンドルバーガーの伝記（Perry Mehrling, Money and Empire, 2022）を読んで、私はそこに、ステイルの描くマーシャル・プランと異なる映像を観ました。
キンドルバーガーは、ウィリアム・クレイトンを最も尊敬する人物に挙げています。そしてクレイトンが率いたマーシャル・プランの下で、そのエコノミストたちを指揮しました。
深刻な構造的不均衡に対しては、政府が積極的に介入すべきである。貨幣（そして、国際通貨制度）のような公共財を供給できるのは（指導的な）国家である。1947年に大国間対立が阻んだキンドルバーガーの理想（ドイツ再建、ヨーロッパの統合、ロシアの融和）を、ベルリンの壁崩壊は再現しました。
ケインズの理想は、キンドルバーガーの理想となり、再び、ウクライナで指導者たちを試します。
