それは不可能ではありません。かつての冷戦においても、ソ連と中国は国際的な市場統合から離脱していました。ロシアの冒険的な軍事力行使が失敗に終われば、その面では、すべてが回復されるのかもしれません。
しかし、産業政策はより深い原因がありそうです。中国やグローバル・サウスの工業化、世界人口の動態、インターネットと情報産業の法的・社会的な基礎が軟弱で、不平等、不正義の満ちた、闇の世界にまで広がっているからです。

アメリカが示した産業政策に、The Economistは強く反対しています。
日本人は、第2次世界大戦後の成長（あるいは、明治期の殖産興業）を成功例とみなします。韓国や中国の工業化（キャッチ・アップ）、（追い越された）日本の経済停滞を残念に思う人は、むしろ新しい産業政策を望むでしょう。
反対する理由は、コストを増やす、あるいは、非効率な形で税金を浪費するからです。補助金を得た産業は国際競争から遮断されて利益を上げます。そのため、税金だけでなく、国内の関連産業や消費者は高いコストを負担します。育成された産業が、次第に生産性を高めて、補助金を不要とし、雇用や輸出を増やし、税金を納めることで、ダイナミックな成長や国際分業を実現する、とは考えません。それは例外であり、ほとんどは補助金の無駄遣いを続ける（そして、保護主義の連鎖）、と。
なぜアメリカは産業政策に転換したのか？ 先端産業でも、中国が追い上げてきた。他方、アメリカは製造業と地域の雇用を失い、ハイテク分野でも、軍事力でも、圧倒的な優位を失ないつつある。中国政府が台湾侵攻の可能性を明言し、人権問題やコロナウイルス対策でも米中対立が深まる中で、主要なサプライチェーンを中国から切り離すべきだ。
The Economistや、PSに載ったRicardo Hausmannの論説は、産業政策への政治的支持と実際の運用や協力のむつかしさを認めます。しかし、産業基盤の充実、地域や雇用を支援し、インフラ、法律、制度を改革する政府の役割を肯定的に、政治の限界を否定的に記述していると思います。
アメリカは、自由貿易と完全雇用の原則を捨てた、というより、地政学的な対立の圧力に飲み込まれた、ということです。

冷戦の回避について、その最も重要な戦略家であったジョージ・ケナンの新しい研究が出たようです。Foreign Policyの記事は、ケナンが「封じ込め」を不可避とせず、冷戦を回避できると考えていたことを重視します。
強硬策や強い大統領が短期的に国民に好まれるなら、民主主義でも、戦争に向かう政治が議会を支配します。そこに戦略はありません。温暖化やインフレ抑制には有効な政策がなく、明確な目標や対策が示せません。それが、指導者の弱さとして攻撃されます。
ケナンはNATOの東方拡大に反対しました。今なら、バイデンが習近平と外交関係を改善し、プーチンから切り離すことを支持したでしょう。中国との協力で双方が前進できる分野を認め合う必要があります。そして、そうした分野を拡大する可能性を探すのです。
アメリカが水面下でこうした模索をしていないとしたら、バイデン政権が今もトランプの呪縛を解けないからです。

岸田首相の取った重大な方針転換が、日本政治の地殻変動を起こしています。防衛費倍増、反撃能力、増税、原発再稼働と運転期間延長、温暖化ガス排出削減のための新しい原発建設推進。その後の英文コラムで、アメリカの軍事戦略家が示した高い評価は、むしろ例外です。
何が本当の理由なのか？ 安倍晋三銃撃事件、統一教会からの選挙支援問題、ロシアのウクライナ侵攻、米中対立と台湾危機、北朝鮮、気候変動対策とエネルギー危機のショック。アメリカに協力する軍備拡大と産業再編は、安倍晋三の残した呪縛です。
グローバリゼーションやハイテク化にともなう産業再編と地域の衰退、高齢化や財政赤字について、抜本的打開策、近隣諸国との関係構築を、合わせて示すべきです。それが、日本にとっての戦略的思考です。
産業政策を介した国際的な交渉の枠組み、明確な規範やガイドライン。各国の完全雇用や産業の構造転換を、自由貿易と結びつける中で、米中の対立ではなく、米中を含む協力体制が、関係諸国の支持を得ます。
ウクライナだけでなく、北朝鮮や台湾の問題についても、軍事的な解決策は間違いだ、と地域の合意を重ねること。米中双方が、長期的な平和的解決を支持する筋道を見つけること。外交的な努力によって、新しい冷戦や核戦争は回避できる。政治の呪縛を解くべきです。
