（コメント） 2022年は、既存の思考方法や秩序に対する根本的な問題を提起した年でした。ウクライナ侵攻は、西側・リベラルな諸国にとっての「新しいベルリン空輸」となっています。
ゼレンスキーはキーウにとどまってロシア軍を撃退し、バイデンが西側世界を率いて軍事支援による団結を示す、グローバルな舞台を設けて訴えました。しかし、西側民主主義の核心部における「選挙否定論」などの攻撃は続いています。習近平体制の中国も、コロナウィルス対策の大転換を強いられましたが、グローバル・サウスの既存国際秩序における地政学的不安定化と不満は強いままです。

スラムの希望は、巨大な再開発より、小さな学校です。
The Economistの記事は、インドのムンバイにある世界最大のスラム、ダーラーヴィーDharavi（あるいは、ダラビ）の都市再開発を取り上げていました。NYTのNicholas Kristofは、ケニアのスラム、キベラにおけるNGOについて書きました。
2018年夏、ダラビを訪ねたことがあります。私のゼミ出身で、インドを愛してやまないK氏が、ダラビで研究を続けていたからです。
私がインドに対して持つ関心を、訪れる前に、書きました。・・・「成長をめぐる地域統合化のエネルギーをだれが、どのような形で吸収できるだろうか?」

・・・欧米でも、日本でも、さまざまな社会集団が、さまざまな地域と社会的障壁によって分断され、暴力や信仰・偏見によって、安全な生活圏を確保しようとしていたのではないか? インドが今も保持する社会集団の差別的構造は、次に飛躍する大きな潜在能力を持つように思います。
・・・外国企業がインドのビジネスに参入し、人々を雇用するとき、また、インドの底辺から起きる新興企業が外国市場に輸出するとき、インドの成長が群島のように広がって人々の意識や社会政治構造を変え始める瞬間を、私は目撃するのかもしれない
・・・しかし、社会的な限度を超える大きな格差が、平然と、1つの町に並置されていることこそが、衝撃的です。
・・・彼や彼女が豊かな人々の暮らしをどう思っているのか、私には想像できませんでした。

The Economistが、アジアで最も裕福な企業家、Gautam Adaniによるダラビの再開発計画をスラムの「希望」と示したのは、違う意味です。Adaniの持つ、莫大な初期投資を集める力と、法律や規制も変えることのできる、ヒンズー・ナショナリストのモディ政権、そして、州政府と、彼は緊密な関係を持つことで、この計画が巨大な開発のフロンティアを拓く、と考えるからです。
ただし、開発はコンセンサスを必要とします。スラムの住民たちが開発計画に反対するかもしれません。
2018年にインドのスラムを観たことで、市場や法律が基礎となる「市場社会」（市民社会）ではなく、P.チャタジーが提起した「政治社会」という概念を、私は学びました。そこでは、法律や制度を変えることも含めて、コミュニティーに参加する不法占拠者たちとの交渉（強制的な立ち退きや破壊ではなく、対話と民主主義）によって、新しい秩序が決まります。
ケニアのスラム、キベラにおける子供たちへの学校を広めるSHOFCOを、Kristofは、長期的な発展を可能にする、帝国主義ではない、地域のリーダーシップと国際的な援助ネットワークとが結びついた、低所得コミュニティーの希望を実現するものと考えています。

日本のガバナンスが、防衛費の倍増計画と日銀の金融政策転換によって、新しい姿勢を示し始めた、とは思えません。いずれも、むしろ、「外圧」に頼った旧秩序の解体です。
アメリカの安全保障に補完する形で組み込まれた、戦争準備の財源と基地を提供することが、日本の安全保障政策なのか？ 朝鮮半島と日本の核武装は、アメリカ本土への核攻撃を回避するものではないか、と、論争になりそうです。
中国の成長とともに軍備が近代化し、増強される中で、外交対話の重要性を訴えることが重要です。米中対話と日中韓サミットを推進する中で、地域の安全保障と軍備の監視、縮小に向かう姿勢を、軍拡競争に代えて、各国政府は強調する時代を望みます。

ダラビを訪ねた記憶を呼び戻したことで、世界中の貧困地帯に希望をもたらす「政治社会」とボランティアの可能性が、軍事力の均衡に代わる、平和の条件にも必要だ、と思いました。
・・・子供たちは元気に遊び、スラムからリュックを背負って学校に通う姿も観ました。学校は（その制服が示すように、「近代的な」国民を創り出す学校であるなら）、おそらく、こうした生活の在り方を変える1つの試みでしょう。親たちは子供に、どのような未来を望んでいるのか?
