（コメント） ウクライナの冬、中国のゼロコロナ政策撤回、イギリスの奇妙な政治パターンに、当然、多くの関心が集まります。しかし、この号で読んだ記事の中から、特に興味を持ったのは、豊かな諸国の成長鈍化でした。QEの終わりに経済の活力がどうなるのか、日本にも当てはまる話です。
アルゼンチンのペロニズム、ウクライナの冬を耐える新しい経済活動の記事を読みながら、経済危機の本質が異なるのだから、極端な金融政策を採用しても望ましいインフレ水準は導けない、と思いました。

IPEの想像力 1/9/2023
かつて金融ビジネスが、若く、優秀な学生たちを大量に引き寄せて、抽象的な金融モデルで莫大な富を創り出す、と思われた時代に、指導的なケインズ経済学者は、自分が教えた若者たちがもっと社会に役立つ分野に進んでほしい、と嘆いたそうです。
私は、ますます多くの才能ある者が医師として、街に大小の医院を建てていることが、社会の望ましい姿なのか、と疑問を持ちました。また、高齢化・少子化が進む社会で、多くの若者が高齢者の介護施設やサービス産業に従事していることにも、不安がありました。豊かな東京が教育や出産に対する奨励策を示し、貧しい地方の人口減少や、産業振興というと、観光業やインバウンド需要ばかりが注目されることにも、違和感があります。

The Economistの記事（ “The global economy: Sapped of vitality,” “Political economy: First-world problems”）を読みながら、逆ルイス・モデルだ、と思いました、戦後の世界経済に成長をもたらした要因、若い労働者たち、教育の普及、女性の労働市場参加、貿易自由化、アジアの世界市場統合、などが、今では衰え、逆転している、と記事は指摘します。
しかも単に高齢化が進んだというだけでなく、豊かな国で、成長に向かう社会のダイナミックな力が失われ、産業インフラではなく、年金や社会保障に政府がもっぱら投資し、低成長と保護貿易が支配的になっている、と懸念します。成長実現のため、ますます重要になる、自由化や制度改革よりも、人々は競争促進に反対し、移民に反対し、投資に望ましい税制や環境を積極的に推進する政治家が減っています。
この低成長は、成果を示せない政府への不信、ブレグジットやトランプが示した民主主義の衰退と深く結びついています。

「人々は医療サービスや年金に政府が多くの支出をすることが、当然、よいことだ、と考えます。しかし、それにはマイナス面がある。」 より多くの人が高い生産性の部門で働くことにより、私たちの生活水準は上昇します。しかし、ますます多くの老人たちが労働市場から離脱し、年金をもらって暮らすことは、政府が増税するか、他の支出を削ることを意味します。
また、パンデミックやウクライナ戦争によるエネルギー価格の高騰、インフレのような、予想外のショックに対しても、政府は企業や市民を守るために支出を増やしました。その場合も、生産的な分野から非生産的な分野へ、政府による支出転換が起きてしまいます。政府債務が増えても、高い投票率での老人たちは、今の暮らしを維持することを望み、改革による混乱を避けたいと考えます。
老人たちは、若い労働者たちの移住、企業のイノベーションを促進する政策より、政府が債務を増やし続けることで、先には何も考えない。

＜老人＞というのは社会関係です。政治・経済の意識に年齢によるギャップがあり、既得権や資産を守ることを重視する姿勢が、固定されているのではないでしょうか？ 選挙や政党の制度、高齢者を隔離する施設を、もっと開放的な、世代間の交流や協力を育てる姿に変えてください。
老人たちが、積極的に、よい街に移住し、イノベーションへの投資から利益を享受できると確信するような制度がほしいです。医師や介護労働者として、老人人口の増大にともない、才能ある若者たちが、非生産的な部門に閉じ込められるのではなく、健康な老人たちによる観光や投資が若者と子供を励ますような、ダイナミックな高齢化社会を、医療や介護の革新に期待します。
