ゼミ生たちとワールド・ゲームを作っています。それは人生ゲームのようにサイコロで進みながら、イベント・カードを引いて、さまざまな予想外の事件に遭遇します。
ときには、領土を獲得し、資源を得ることもありますが、多宗教・多言語の土地では内戦が起きるリスクをともないます。指導者たちは軍備やインフラに投資して、戦争、災害などに備え、産業インフラがあれば技術革新の成果をより大きく利用できます。また、国際価格に応じて貿易を行いますが、交渉による合意ではなく、より有利な条件を求めて軍事力を行使する国があります。
内戦が悪化・拡大し、あるいは、貿易交渉が行き詰まって、最悪の場合、戦争に至ります。戦争の勝敗を決めるのは、軍事力でウェイトをつけたサイコロであり、たとえ小国でも同盟を組めば多国間の軍事力共有ができます。

NHKスペシャル混迷の世紀 「2023巻頭言 世界は平和と秩序を取り戻せるか」（2023年1月1日）を観ました。その中で印象に残ったのは、米ソの核軍縮合意を導いたジャック・マトロック（アメリカの元駐ソ連大使）の話です。
マトロックは「外交の力」を信じています。外交が機能するには、合意が「共通の利益」を実現するものであり、「勝負」ではないこと、相手を理解すること、が重要である。そのために、彼はレーガン大統領に対して、ゴルバチョフがどのような政治基盤に立ち、どのような脅威にさらされているかを説明した、と言います。
相手の主張をすべて嘘やプロパガンダとして否定してはいけない。何を伝えようとしているのか。ひどいことをしているとわかっていても、相手を公に悪者として非難し、交渉を拒否してはいけない。その行動の意味を理解するように努めた。
アメリカが冷戦に勝利した、と見るのは間違っており、ロシアも勝利したのだ。

今朝、ネットで1つの論説（Tadas
Gedminas, Kevin Daly, “The path to 2075: Slower

/ 4 Jan 2023）を観ました。それによれば、2050年のGDP予測で日本は6位（1位は中国、続いてUS、インド、インドネシア、ドイツ）、2075年には12位（1位は中国、インド、US、インドネシア、ナイジェリア、パキスタン、エジプト、ブラジル、ドイツ、UK、メキシコ）です。（Goldman SachsのGlobal
Economics Paperからの要約です。）
2075年に、日本の経済規模は7.5兆ドルで、中国57兆ドルやアメリカ51.5兆ドルのおよそ7分の1になる、という予測です。（2021年、実質USドル）
日本の人口が中国やインドの10分の1もない、おそらく、人口が減少して、15分の1もないと考えれば、それは当然のことです。むしろ、1人当たりの実質GDPや、平等な所得分配によって、世界の豊かな諸国の1つに入るのであれば、美しい自然や文化的な誇りを維持する方がすばらしいと思います。
しかし、ウクライナ戦争や台湾海峡危機を理由に、軍備拡大競争、国債増発、原発建設を主張するとしたら、政府は、いったいどこに焦点を合わせたのだろうか、と疑います。

Economistを読むと、イタリア特集でした。
ジョルジャ・メローニ首相が、ムッソリーニのファシスト党を引き継ぐ「イタリアの同胞」党を率いて、移民排斥やECB批判を共有する右翼の連立政権を組み、ヨーロッパに右派ポピュリズムの衝撃波を起こす、という不安はひとまず収まり、特集では経済改革を試金石として示します。
問題の起源は成長モデルの転換でした。戦後のキャッチアップ型高成長を遂げた時期にあった、通貨切り下げに依存した輸出への期待は、ユーロ圏創設に参加する政治決断によって、明確に終わらせるべきだった、と記事は指摘します。「単一通貨に入れば、供給側の改革を推進する、全く新しいモデルがどうしても必要だった。」
しかし、2001年からベルルスコーニ政権は、ユーロ圏内の金利低下を利用して、物価や賃金の上昇を同じように続け、競争力を急速に失いました。非常に脆弱になったイタリア経済に、外的なショックが次々と襲ったのです。2001年、中国のWTO加盟。2004年、中東欧10か国のEU加盟。2007-9年、世界金融危機、その後のユーロ圏政府債務危機。2020年、新型コロナウイルス感染爆発、2022年、ロシアのウクライナ侵攻。
ユーロ圏の金融政策や財政規律が、イタリアにとって適切なものでなかった、という不満はあるでしょう。しかし、ポピュリストの本能的な保護主義、懐古的愛国心、排外主義は答えになりません。記事がメローニに求めるのは、根本的な経済・制度改革を進めて、イタリアのサッチャーになることです。
改革を進めることで、「食べ物、ファッション、デザイン、文化、観光」に強いイタリアには未来の産業が育つだろう、という激励は、日本の首相にも当てはまります。イタリアに限らず、根本的な改革で成長を高めた国だけが繁栄を実現してきました。イギリス（サッチャーの自由化）、オランダ（ワッセナー合意による労働改革）、アイルランド（減税、女性の労働参加）、ドイツ（労働・福祉改革）、バルチック3国（民営化・構造改革）。
もし自民党政権が、ドイツの大転換を見習うというのであれば、岸田首相には日本のトニー・ブレアになる競争を期待します。
