先週は岸田首相による日本の安全保障における大転換に驚きました。今日の衝撃は、日銀の金融政策大転換です。
「専守防衛の姿勢に変わりない。」と言い、「これは利上げではない。」と言う。日本のガバナンスの頂点で、２つの「強弁」がなされた、といくつものメディアが指摘します。すでに市場では「白紙を掲げた」抗議デモが始まっていると思います。

・・・みずほ銀行の経済・戦略責任者、ビシュヌ・ バラサン氏は今回の会合前に、「日銀はその政策スタンスによって今年のマーケットにかなりの緊張をもたらしていた。いわばスプリングが圧縮された状態であり、日銀がそれを最終的に解放すると決めたら大きな衝撃に見舞われる恐れがある」と語っていた。

さまざまな問題が影響しあって悪化していく世界において、経済政策担当者たちは信用を失い始めています。
The Economistの記事（Free exchange: Return of the rainmaker）は、雨ごい師にたとえています。19世紀のナイジェリアにおける雨ごいの物語で始まります。
「雨ごい師は、現代の中央銀行家によく似ており、あたかも景気循環を平準化するように、天候があまりにも炎暑に向かうのを抑えようとした。しかしながら、究極において、その結果を決めるのは自然のパワーである。」
今まで、合理的な、精緻なモデルを駆使して経済活動をコントロールしているように見えた（そのように説明し、ふるまった）中央銀行家が、「雨ごい師」になった。それは、ヨーロッパの経済が2つの点で自然のパワーに回帰したからです。
1つは、ロシアが始めた戦争で、化石燃料が気候の支配から人間を解放した時代は終わった。もう１つは、冬の寒さが厳しくなれば、燃料の需要が高まり、そのコストが増大する。ロシアからの天然ガスに大きく依存していた経済ほど、企業は生産を削減し、生産拠点を海外移転します。人々はインフレ・生活コストの上昇に加え、不況、失業にも苦しむでしょう。長期的に、温暖化ガスの排出削減のため再生可能エネルギーに転換すれば、経済活動は風力や太陽への依存を拡大していくのです。

いつもいつも、「丁寧に説明する」、「説明責任を果たす」・・・そういう言葉の軽さが、耐えられないほどになって、日本の政治、金融政策や安全保障も、プーチンのウクライナ侵攻、イーロン・マスクのTwitter「投票」に似た情報操作、あいまいさ、に翻弄され始めます。
ホームレス、難民、寒さや空腹に耐える人々に・・・ リバタリアン的な「個人の選択」、「責任」、「自由」、安楽死、大量投獄・死刑を強弁する右派のイデオロギー、それに呑み込まれる政府と、彼・彼女がそこに至るまで生きた社会を問い直すひとびとの姿勢とは、するどく対峙します。
雨ごい師は、神の力、神獣、天意によって、あるいは、経文を唱えながら、太鼓を打ち鳴らし、生贄を捧げて、雨を呼ぶ。
