大国が戦争を始めたことは、遠く離れた私たちの日常においても、暴力による言論圧殺の暗黒面を刺激する効果があるのでしょうか。東京都立大学の構内で宮台真司が襲撃され、重傷を負った、というニュースを聞きました。朝、車の中でラジオをつけると、国会の予算質疑で、「敵基地攻撃」に関する要領を得ない質問が続いていました。
勇敢にも、公然と政府を批判する者がいて、彼は警察車両に押し込まれました。上海など、中国の諸都市における白紙を掲げた若者達の抗議、それを排除する警察の威嚇が映像となって流れています。なぜ中国政府はゼロ・コロナ政策を修正する姿勢を示し、その可能なプロセスを市民に問いかけて、もっと議論を促し、積極的に不満を吸収しないのか。
香港やウイグル、チベットで採用した弾圧方法が、間違っていたと思います。政府がそれを認めることはないかもしれません。しかし、改革を組み込む体制転換のチャンスを政治が逃すなら、技術革新や経済成長は堰き止められてしまいます。最後には、秩序の正当性が侵食されるのではないか。
インフレ、通貨・債務危機、国際システムの不安は解消されず、今や、世界各地の戦争や騒乱は、すべての権力者たちに厳しく問いかけています。

ＯＥＣＤの図表で見るような、日本の賃金水準だけが伸びなかったのではありません。「エレファント・カーブ」が示すように、世界の先進工業諸国において、中産階級の生活水準を維持する職場・雇用関係が失われ、ハイテクや金融化の構造変化とともに、グローバリゼーションは少数の超富裕層と新しい貧困を生んでいます。そして、民主主義の政治メカニズムは、改革や平等化に向けた、その責任を果たせていません。
ピーター・テミンの『なぜ中間層は没落したのか』は、アメリカ経済を二重経済として労働者たちの貧困化を解明します。
「図2 生産性と平均実質賃金」は、アメリカ経済が全体として生産性を高め、成長を続けても、消費財生産労働者の実質賃金は1970年から増えていないことを示しています。成長の過程をゆがめ、その利益を独占しているＦＴＥ（金融・技術・エレクトロニクス）部門と、グローバル化の負の側面に苦しむ低賃金部門に、アメリカ経済は分断されています。
テミンは、Ｗ・アーサー・ルイスの二重経済モデルに注目します。しかし、それは発展途上国の貧困状態と余剰労働力が、外国からの投資や技術移転、世界市場向けの輸出で、急速に成長する条件となるからではありません。
確かにルイスは指摘していました。生産性の低い伝統部門に余剰労働力がある限り、近代部門の賃金は上昇しないまま、投資は多くの利潤を確保できる。問題はその先です。ルイス・モデルでは、利潤が投資を増やし、それゆえ、近代部門が急速に拡大して伝統部門の労働力を吸収していく、と成長の加速を説明します。日本や韓国、台湾、最近まで中国が示したことです。
テミンは、モデルの違う側面を取り出しました。ルイスによれば、「帝国主義者たち」は労働者を雇うが、賃金を抑圧し続けることが彼らの利益であることを知っている。だから、伝統部門の生存維持水準にある生産性を改善するようなことは何もしなかった、と。
もちろん、インターネットやハイテクの技術革新、冷戦の終結は、富裕層が企てて実行したものではありません。しかし、中間層が消滅する中で、ますます多くの富を手にしたＦＴＥ部門の人々は、アメリカの二重経済化を推進し、固定することに、自分たちの利益が結びついていることを理解したのです。アメリカの南部における奴隷制の歴史、植民地支配の思想がよみがえります。

テミンの本の第2部、第3部は、政治と統治の問題を扱います。人種差別のレトリックを用いて、白人と黒人との分断をあおり、実際は多くの貧しい白人労働者がいても、富裕層は増税を拒み、ＦＴＥ部門は低賃金部門が貧困状態を続けるような政策を選択し続けました。それは、教育、警察、インフラ整備において顕著です。
中間層の労働者たちがＦＴＥ部門の職を得るために大学へ進む道は険しく、低賃金層は学費を支払うために多くの債務を負いました。黒人たちはコミュニティを破壊され、白人が都市から逃げ出して、学校の予算は削られたのです。市民権運動に反発した右派は「麻薬戦争」を唱え、警察を軍事化し、刑務所の管理を民営化して、大量投獄を効率化することが広まっています。アメリカ軍が占領した都市の捕虜と同じです。

私はルイスを研究していたとき、技術革新や社会制度の硬直性とともに、ルイス・モデルは再生するのだな、と思いました。そして、成長の加速プロセスが復活する。しかし、ルイスが「たとえ豊かな諸国がすべて水没しても」、伝統部門を改革することが正しい、と書いている意味、人種差別と結びつけた意味を、正しく理解していなかったと思います。
アメリカは、そして、世界各地の騒乱は、あらためて、ルイス・モデルの意味を問い直します。
