ヘルソンが解放されても、ウクライナの多くの町で、およそ1000万人が電気や暖房の失われた家で暮らしている、という報道を知りました。
寒い住宅で、小さな部屋に集まって、もしコロナウイルスの感染が拡大したら、おそらく、十分な医療行為や対策は行えないでしょう。初期の感染者、特に高齢者の死亡するケースが急速に増え、火葬もできないまま棺が並べられ、路上や広場でも火葬していた写真を思い出します。
ウクライナの冬がまだ長く続くことに、恐れを感じます。このような戦争を続けるロシアの指導部に、交渉による解決策を強いる方法はないのでしょうか?

軍事支援や財政支援、ロシアに対する経済戦争を強化しても、ウクライナが反撃することをアメリカ政府が制限しているのは、NATOとロシアの第3次世界大戦、核戦争を避けるためです。
アナーキーが秩序形成に転換するとしたら、おそらく、報復と破壊の均等化が起こるからでしょう。NATOではなく、ウクライナ国際義勇軍が、確実、迅速に、「しっぺ返し」攻撃を実行します。ロシア軍が市民のためのインフラを攻撃するなら、ロシアの主要都市でも、電力やガスのインフラが破壊され、冬の苦しみと犠牲者、感染の拡大が生じます。
ロシアが軍事的に敗北する（プーチンが誰かに交代する）だけでは十分でない。独裁者が帝国の拡大を繰り返すことがないように、「権力を分散し、議会制の共和国に変える」と、獄中の反政府指導者ナワルニーは主張しました。議会制民主主義は、プーチンに従うロシアのエリート、政治的諸派閥にとって、好ましいだろう。なぜなら、彼らは影響力を残し、権力闘争に参加できる。また、プリゴジンやカディロフのような、もっと強硬な集団に対する防御になる、と。

1万発も核兵器を互いに積み上げるより、核兵器を無力化する電子技術を開発することです。ロシアの通信システムを占拠し、指令系統を抑えること。核兵器を擁する部隊に攻撃命令が出ると、核爆弾が自爆する、もしくは、発射機関や弾道ミサイルの誘導が行えず、発射されても地球外に向かう。
戦争になれば、核物質や核兵器を保有する国がその最悪の被害を受けることは、核武装が終わる時代を意味します。
国際会議では、温暖化を抑える排出量規制、再生エネルギーへの転換、温暖化に対するレジリエンスの構築が議論され、さらに、大気中の炭素を除去して固定化する装置、地球の工学的な転換、地球上もしくは火星への大規模移住計画を考察し、技術に投資する企業が現れています。核戦争を人類の未来から除去するため、電子防衛システムを導入する非核諸国と科学者・企業・銀行のネットワークが、平和を取り戻したキエフに設立されます。

しかし今は、この冬の犠牲者を減らすべきです。
日本政府も表明したように、移動可能で分散型の暖房システムを急速に普及させ、避難用住宅や水・食料、通信・情報インフラを国際協力で提供することは優れた方針だと思います。

民間の犠牲者を政治圧力として利用するプーチン型の戦争だけでなく、ホームレス、難民の収容、外国人労働者、引きこもり、自殺、いじめ、といった苦境が発する日本国内の声も、同様に、政府の答えを求めています。
