わずか5人か6人が重要政策を決定するロシアのシステムを変える方法は、誰にもわからない。２つの点に注目する。１つはウクライナの戦場。ウクライナ軍はプーチンの軍隊を国境の外まで撃退しつつある。もう１つはロシア国民。軍でも、エリートでも、反抗する姿勢が次々に示され、プーチンは正当性を失いつつある。たとえ秘密警察が排除できても、人々はサボタージュに向かうだろう。それがロシア人の抵抗スタイルだ。
ロシアは１人による独裁国家である。プーチンの後に、これを継承する者はいない。１年、２年後まで、この体制が生き延びることは想像できない。

SNSで集まった人々は事故後も通りの救助活動を妨げたうえに、仮装した人たちが音楽を聴いて踊っていた。群れ集うことを、経済効果や文化現象として称賛する。観光産業やネットの配信、広告・情報操作がもたらす利益と社会的な影響を、政治やニュースは肯定し、強めている。

ブラジル大統領選挙の結果は、ルーラがボルソナロに勝ちましたが、BBCによれば得票率は50.9％です。「ブレグジットみたいだ」とゼミの学生が言うのを、私は聞いていました。「世論調査は当たらなかった。」
独立国家・主権と、市場統合、貿易や投資の拡大、新しい富の創出とが、ぶつかり合って、正しく説明し規制できる政治はなく、シンボルや衝撃的な事件だけが結果を支配する。投票による指導者の交代や政策過程への影響が、社会にとって望ましくないものに向かっている。民主主義という檻の中であれば、だれも止めようとしない。
独裁者が悪用する前に、この檻を破壊せよ。選挙や民主的手続き、制度の制約を、プラスの参加型コミュニティに変えることが次のRegime Changeだ、と思います。
