習近平への権力集中、人事の変更に対するソフトな抗議の意味があったのか？ しかし、習のすぐ隣に座っていたのは、前主席として、権威の継承と正当性を高める役割があったはずです。
共産党の指導部人事はどのように決まるのか？ 多くのコメントが、権力機構の内部をあまりにも知らない、ブラック・ボックスであることを嘆きます。もちろん、ローマ法王・教皇の選考でも、日本の首相や大臣の任命・辞任でも、密室内の取引を含めて、だれがどういう風に、どんな理由で決めているのか、私たちは知りません。
世界最大の経済規模、成長から貿易、投資に及ぼす中国の影響力がこれほど大きくなったにもかかわらず、その政府は、アヘン戦争から日本帝国主義の侵略戦争と虐殺の歴史的教訓を掲げる中国共産党の権力構造が、革命政党、国共内戦、文化大革命の影響を、反映しています。

習近平は習仲勲の子供だ。平民（共産主義青年団）と貴族（2世たち、太子党）とは全く違う。オーナー意識が非常に強い。
地方に下方されると、戸籍を移されて、普通、そのまま戻ってこない。習近平の父親は、八大元老の一人でもあった習仲勲であり、鄧小平から胡耀邦を守ろうとして失脚したあと、文化大革命でも紅衛兵に批判されたが、周恩来が守った。
その父親のおかげで習近平は北京の名門、清華大学に推薦で入った。ほかにも、浙江省のコネ、人民解放軍のコネ、習仲勲や２世たちの繋がりで、福建省の特区、上海市長となり、党組織の地位を昇りつめた。
反腐敗闘争で旧人脈、仲間を罪に落とした。それに協力した部下も冷酷に切ってしまう。多くの規則を作って、部下たちを監視している。部下を競わせて、次の集団を入れてくる。
権力を集中した結果、それによって失敗が生まれる。習近平はその過程を「加速」する。自己崩壊するとは言わないが、権力を分散する必要があると気が付くか・・・と興梠氏は考える。
他方、朱建榮氏によれば、習近平は逆境を経験した。信念がある。「貧困をなくす」という目標を達成することは容易でない、と周りは考えた。しかし、彼はそれを掲げて実行した。
この大会が示したのは、中国がアメリカと対抗して安定した秩序を内外に築くには、権力の長期・集中が必要だ、と中国の指導部が一致した、ということだ。台湾進攻は考えられない。中国は、まず経済力・軍事力でアメリカに追いつき、その後、台湾と同じ1人当たりＧＤＰを達成する。その過程は中国の「現代化」であり、台湾統一も長期に達成できる。戦争は現代化の目標に反する。
中国は問題の解決策を示すとき、日本がしたことを必ず調べている。経済成長だけでなく、たとえアメリカとの対立が続いても、日中双方が学ぶことは多い・・・と。

報道1930「習氏一強体制確立で国民の本音は」（宮本雄二：元駐中国大使、高原明生：東京大学大学院教授、呉軍華：日本総研上席理事）を観ました。
李克強、劉鶴から、指導部の経済官僚が入れ替わった。その能力が危ぶまれる。経済がうまくいかなくなれば、国内の不満が高まるだろう。
しかし、呉軍華氏は、経済成長から安全に焦点が変わった点に注目した。経済はだれがやってもむつかしい。習近平は、共産党とその支配を永久に続けることを最重要な使命と考えている。
その立場からは、台湾進攻もありうるだろう。何が合理的だと考えるかは、立場によって違う。
台湾で選挙を行ったら国民党は政権を失った。習近平の立場で合理的に考えたら、共産党の権力維持を、選挙や民衆の支持には頼らない。

権力が集中したことで、大きな失策や間違った情報と判断を支持し続けるのではないか。いつか、大躍進や文化大革命の歴史を再現する、という警鐘が鳴ります。
他方で、独裁的な権力体制だから重大な方針転換も可能だ、とも指摘できます。毛沢東がアメリカとの和解、米中国交回復を決断しました。鄧小平が、改革開放を推進し、天安門で民主化要求を弾圧した後も、市場改革を継続しました。
今の世界には、グローバルな変化の圧力に政治が動揺し、偏向や独裁を助長するケースが増えています。世界の金融市場を封じ込め、秩序ある社会・経済の改革を推進する国際システムの下でだけ、それぞれの国に新しい民主的な統治が誕生するのではないか？
