イランでは、宗教警察が女性のスカーフや外出などを取り締まります。逮捕後に死亡した22歳の女性Mahsa Aminiを悼んで、抗議デモが広がっています。
ロシアでは、ウクライナ東部の軍事侵攻した地帯を独立国とみなし、「住民投票」を実施しました。90％以上の投票率で、8割以上がロシア連邦への併合を支持した、と政府は宣伝します。
ミャンマーでは、軍事クーデタ後の政権が憲法や法律を書き換え、選挙で政権を正当化しました。裁判所は「法」に基づいて民主派運動の指導者たちを処刑しました。
あるいは、US連銀はインフレを抑えるため、急激に金利引き上げています。その政策は、国民が選挙で認めたわけではない少数の人々によって決められ、多くの場合、貧困層を苦しめ、富裕層を豊かにします。高金利とドル高の影響は、アメリカを超えて多くの国に及びます。

独立以来、アメリカは憲法によって連邦政府と州政府の権限のバランスを定めました。特に、奴隷制に関する対立は、南北戦争を引き起こしました。その後も、戦争や社会福祉で連邦政府が強化された後も、各州政府は連邦政府に「支配」されることを嫌い、そのバランスは変化してきました。
8月25日、カリフォルニア州はガソリン自動車の販売を2035年から禁止しました。同じ日、テキサス州は、強姦や近親者による妊娠も例外とせず、受胎後の中絶を禁止しました。中絶した者は最長99年の禁固刑です。
The Economistの記事によれば、環境規制や移民問題に対して、連邦政府が1つの政策を示すことが望ましいにもかかわらず、民主党が支配するカリフォルニアやニューヨークと、共和党が支配するテキサス、ミシシッピ、フロリダは、全く反対の政策を採用します。しかも、それにとどまらず、反対の姿勢をとる州政府を妨害する立法化を進めています。
銃規制や、妊娠中絶、トランスジェンダーの手術違法化に関して、反対する州は意図的に規制を緩和し、違反者の救済のための「サンクチュアリ」を推進します。テキサス州知事は、ニューヨークに、移民たちをバスで送り出しました。
記事が指摘する問題点は、3つあります。まず、合衆国憲法が支持した連邦制による「実験室」という考え方が悪用されていることです。政策の優秀さではなく、イデオロギーや文化戦争による偏った主張を立法化します。
それは第2に、州政府の議会が単一政党の支配に偏っているからです。政治家たちは選挙で敗北する恐れがありません。選挙区を動かして、支持者を取り込んでいるからです。むしろ支配政党の候補者になる予備選挙に全力を注ぎます。それは、極端な主張で勝つことです。
最後に、これらがアメリカ企業や経済政策にとって大きな制約となることです。全く異なる規制や、州による税率の引き下げ競争によって、アメリカの社会・経済制度は発展のための基礎を崩壊させつつあります。

民主主義は正しい答えを決めるものではありません。むしろ、投票や多数決は容易に操作され、間違った主張や代表者を正当化するために機能します。
独裁や長期政権は、しばしば、民主主義を悪用します。民主主義は王政や天皇制とも共存しています。ほぼ同じ時期に亡くなった3人、エリザベス、ゴルバチョフ、安倍晋三を、葬儀だけでなく、民主主義の観点で評価することは重要です。
民主主義は自由主義や市場経済と結びつきやすい、と言えます。封建制や絶対王政、植民地の社会に比べて、自分たちの耕す畑を所有し、自分たちの職場やスキルに誇りを持つ人々は、民主主義を愛するでしょう。
しかし、自由主義は多義的です。フランス革命の理想、自由、平等、友愛、を実現できる社会の条件は、その後の大規模な工業化や金融・資本市場の発達、情報伝達・輸送技術の発達と複雑化する政府・官僚制によって、大きく変わりました。
市場経済は民主的な市民社会との関係を弱め、拡大する資本主義は不平等と金融危機をもたらしました。さまざまな危機において、民主的な社会はガバナンスを問われます。
有効な政策を打ち出せない時代が続くでしょう。そして、ときには、人種差別をあおり、反対派を大規模に抹殺する、独裁者の民主主義に勝利をもたらします。
