経済制裁によって生じた価格上昇に対する政治家たちの対策を批判します。

すべての戦争は終わります。一方が他方を圧倒するか、双方が戦争の長期化によって荒廃し、戦う意志を失うからです。しかし第3国の介入による停戦や再発もあります。ウクライナ軍の反転攻勢により、和平交渉への期待と不安が生じています。
バイデン政権はプーチンに、軍事力の行使を避けるよう、侵略の経済的な代償を高める経済制裁を明確に予告していました。しかし、経済戦争は予想に反し、ロシアに経済封鎖も、その破局ももたらさず、むしろ欧米諸国の民主主義において、インフレや窮乏化、既存政権の不安定化を生じています。
The Economistの特集記事は、ウクライナ戦争半年を経て経済制裁を再評価します。ロシアは戦争を十分に準備していたし、その経済は石油・天然ガス・穀物などの輸出において世界経済に重要な地位を占め、ドルの国際決済システムから排除されても、直ちに、国際取引の終わりを意味しませんでした。
経済制裁は、その効果が表れるまでに時間がかかります。緊密に統合した世界で、その影響は欧米諸国や第3諸国に及びました。ロシアの政治体制やその歴史は、制裁に対する強い耐性を与えています。中国やインドなど、制裁に参加していない重要な国が残りました。
ロシアのウクライナ侵攻でも、イギリスのＥＵ離脱でも、政治支配層は国民を犠牲にして、特別な歴史的イデオロギーを使って政治を動かすことに成功します。経済の破局は起きませんでしたが、「孤立」という意味で、共通の長期的衰退を残すでしょう。

ロシアとウクライナに、アメリカは即時停戦を求めます。なぜか?
核兵器の使用・・・たとえプーチンが小型の戦術核を使用しても、ウクライナは戦争をあきらめないでしょう。通常兵器による反撃は強まり、ロシアの孤立は確実です。
中国の関与・・・ロシアの敗北は望まない。しかし、ロシアのために戦争に参加することもない。このまま弱体化したロシアは、中国に依存する、資源輸出国に変わるでしょう。
ロシアとEU・イギリスの経済・・・双方が経済悪化に対する持久戦になるでしょう。むしろプーチンは辞任して、後継者が《和平》に合意をすることで力を維持できます。
アメリカの国内政治・・・民主党が議席を多く失い、トランプが2024年の大統領選挙に立候補すれば、ウクライナへの関心は失われるでしょう。

習近平の仲介で、プーチンは《和平》を「勝利」とよびます。
拙著において、台湾海峡における米中の軍事衝突を、ウラジーミル・プーチンが仲介して停戦に合意させる、というE.ルースの架空のシナリオを紹介しました（180-181頁）。同様に、習近平は、クレムリンの宮殿広間で、プーチンと並んで立ちます。
・・・「わが友ウラジーミルは、世界にロシアが戦争を恐れないことを示した。」・・・「あなたのおかげで、だれもロシアの偉大さをもはや疑うことはない。」
私は異なるシナリオを想像します。日本の仲介で、もし、米中が経済停戦と気候変動の協力関係を合意できれば、プーチン失脚後のロシアを招き入れて、新しい安全保障の枠組みを推進できるでしょう。
USウォール街型の金融グローバリゼーションでも、中国型の共産党と富裕層の帝国復活でもない、脱帝国の世界政治を、日本が提唱してはどうでしょうか。その基礎は、強烈な競争を正当化する強欲やナショナリズムではなく、たぶん、ほどほどの自由貿易と金融規制の下、国内の社会・政治統合と、グローバルな生命圏を重視した、民主派の連帯です。
