IPEの想像力 9/12/22
長期化するウクライナ戦争でロシアを撃退することは、短期的に、石炭火力発電や原発再稼働の正当化と結びついて、気候変動・環境問題の解決と矛盾します。しかし、長期的には、再生可能エネルギーへの転換を加速する、という点で一致します。短期ではなく、長期で考えることを促す、融資や補償が重要になります。
石油資源と独裁とが結びつく傾向を考えると、たとえ一時的でも、戦争による石油価格の上昇は産油諸国や石油関連ビジネスに富と政治的影響力をもたらすことが懸念されます。
かつて一次産品の共通備蓄に関して国際基金を設け、価格変動を抑え（低価格の時期に市場介入・購入し、高価格の時期には市場に放出・販売する）、国際通貨発行の準備資産にする（世界経済の成長に応じて国際一次産品の取引とその準備、そして通貨供給が増える）、という提案がありました。
世界が不況のときには国際商品を購入して貨幣供給（と商品準備）を増やし、景気が過熱すると国際商品を市場に放出して貨幣供給を減らす。この仕組みに民主化を条件として求めることで、資源に依拠した独裁者を減らすこともできるかな、と思いました。

ヨーロッパ各地、中国、インドでも、干ばつ、熱波、ハリケーンがこれまでにない深刻な被害を生じている、と報道されています。世界の主要な森林地帯、巨大な河川が消滅する、と予想されます。
民主的な選挙を行うだけで、望ましい世界に向かうとは限りません。私たちの視野は狭く、短期的な損得勘定に支配されます。
世界最高峰のヒマラヤ周辺で氷河の溶解が進んでいます。パキスタンの大水害に対する緊急支援が足りないことについて、そして、温暖化対策が進まないことについて、国際的な環境基金の設立が提唱されています。
しかし、だれが、どうやって、どれほど負担するのか?
各国の負担は経済規模（あるいは、汚染物の排出規模）に応じて、支援や融資は緊急被害の発生に迅速に対応して、行うべきでしょう。負担を抑えるには、もっと将来に向けて、温暖化ガスの排出を減らす計画を、グローバル・長期に奨励し・支援することにつながるでしょう。国際機関は融資・支援のルールに合意し、各地のガバナンス改善に助言します。
気候変動への対策として、温暖化ガスの排出を減らす、森林を保護し植林する、気候変動に脆弱な地域から人口を退避させる、大水害や熱波に苦しむ人びとを救済し、影響を受ける農業や漁業の被害を抑え、温暖化に強い、新しい雇用を生み出す産業調整のための基金を設けます。

人工飼料や成長ホルモンの投与で巨大化し、一歩も動かない牛や豚、膨大な数の卵を産み続ける鶏は、まさに人道上の犯罪です。都会の人びとも、そのような工業化された畜産業に依拠して、ステーキやベーコンを大量供給し、安価に保つことを望みません。
家畜の「人道的」な扱い、アメリカにおける “animal welfare” に関する記事を読みました。NHKのDearにっぽんで「“幸せな牛”の住む山で 岩手・岩泉町」も観ました。
牛舎に閉じ込めない自然放牧、放牧酪農というのは、ヨーロッパやニュージーランドで広く行われている、ということを知り、感銘を受けました。
輸入木材で日本の林業が苦しむ中、手入れがされずに放棄された山や耕地が増えている、と聞きます。しかし、牛を放牧することで、牧場に変わると言います。人だけでなく、牛も、豚も、鶏も、幸せな土地に暮らしたい、と思います。
民主主義の生命圏を、その土地ごとに、積極的に構築してほしいです。それは、ポストコロナの社会統合を回復し、戦争、環境危機、スタグフレーションやAIの普及による社会の崩壊に直面する未来に、優れたレジリエンス（集合的な回復力）をもたらします。
