食糧、ガソリン、暖房、などの価格高騰に、政府は価格の上限設定や補助金を導入します。しかし、それが長引けば財政赤字と国債の累積、インフレ抑制のための高金利によって財政破たんや金融危機が懸念されています。
私も、日本政府がガソリン価格や食糧費について行う説明には、納得いかない気持ちです。ラテンアメリカの政府が示す脆弱さ、短期志向に、似ていないか。

IPEの想像力 8/29/22
地方経済の活性化や産業振興策となると、「観光」だけが強調されるのはなぜでしょうか?
農業や林業、水産業が、新しい取り組みや若者の雇用を増やしている、というニュースをもっと観たいです。そのためには、補助金や保護政策でなく、さまざまなグループ化、技術指導の新しい取り組みに、IT企業や地方自治体を巻き込んで、コロナ後の地域経済と集団・協力の姿を変えてほしいです。
インフレ対策となると、国内の農業や食糧自給率、再生可能エネルギーへの転換、特に、地熱発電をもっと議論するべきだ、と私は思います。政府が、ガソリン価格や小麦価格の上昇を抑える補助金、突如として、原発再稼働の方針を主張するのはなぜでしょうか？ それは長期的に、日本の雇用や生活を悪化させるのではないですか?
福島原発事故によって、地震地帯において原子力発電を長期に安全管理・運用することは難しい、と方針転換する必要があったはずです。ドイツ政府は決断しました。
確かに、ロシアがウクライナに侵攻してから、ドイツ政府の石炭やロシアからの天然ガスに依存するエネルギー政策は、大きな代償を支払うこととなり、原発の再利用が議論されるかもしれません。世界はますます、食料やエネルギーの自給、少なくとも基本的価値観を共有する諸国による集団的自給に向かう趨勢が明白になっています。
しかし、そうした包括的な戦略に関する議論を欠いたまま、統一教会との関係で煮え切らない弁明や対策だけが繰り返し報道されます。肝心の政府の方針は「審議会」などで都合よく決定されます。

イタリアやギリシャは観光で有名です。しかし、イタリアは政治の分裂状態が続き、右派のポピュリスト政党が政権を翻弄しています。また、ギリシャは政府債務危機の後、ビジネス界やグローバル企業の招致を優先する政権が、再びスキャンダルに揺れています。
イタリアの右翼が支持された背景としては難民の増加が挙げられます。しかし、私は、かつてイワン・クラステフが指摘したように、EU加盟後に改革を進めた東欧諸国の、ポーランドやハンガリーが保守派に政権を委ねた経緯に似ている、と思いました。
外国人観光客が日本の風土や治安を称賛するのを聴くのは嬉しいことです。しかし、だからと言って、夜の娯楽が少ないとか、富裕層のためのカジノやディスコを増やそう、外国人の所有・経営するホテルやレストランを増やそう、さらに、もっと安価な外国人の労働者やセックス・ワーカーを海外で斡旋業者に集めてもらおう、ドラッグの売買をもっと自由化しよう、これが地域の衰退を逆転させる優れた提案だ、と納得する人はいるでしょうか?
地域が積み上げてきた民主的なガバナンス（そして汚職や利権）と、グローバルな市場統合と資本による利益や再編の強制力（そしてバブルや金融危機、極度な不平等化）がぶつかり合っています。

国内規制や課税を免除した観光タックス・ヘイブンを設けよう、巨大なスタジアムを建設し、サッカーなどの国際大会とか、オリンピックや万国博覧会を誘致するとか、サウジアラビアが新設する国際ゴルフ大会の、利益（と負担）とは、何のためになるのか、誰のものか? 疑問に思います。
ウクライナの市民や、中立を捨ててNATOに加盟するフィンランドの若者は、今、ロシアとの戦争で前線に立つ可能性が自分にあることを痛感し、恐怖を感じています。
政治の風景が一変します。観光、インフレ対策、原発、債務危機、戦争に備える若者たちの恐怖が、もっと日本の左右のポピュリストを刺激します。日本各地で人々がその土地の政策を議論し、決定するなら、主要政党など1つも残っていない、と私は思いました。
