・・・ロシアのミサイル攻撃を受けたウクライナ中部ポルタワ州クレメンチュクのショッピングセンターでは28日も消防士による生存者の捜索・救助活動が行われた。死者数は少なくとも18人に増え、当局によると36人が行方不明となっている。
・・・前線から遠く離れたクレメンチュクでのミサイル攻撃は世界的な非難を浴び、フランスのマクロン大統領などが「戦争犯罪」と糾弾。ウクライナのゼレンスキー大統領は、ロシアが意図的に市民を標的にしているとし、「欧州史上最も挑発的なテロ攻撃の一つ」と非難した。

《if》・・・ロシアとウクライナが、少数の巨大企業・投資家に支配された産業界を、競争的な市場に向けて改革していたら。
《if》・・・プーチンの軍事独裁化に対して、欧米は黙認や協調するのではなく、早期の警告と民主的改革を促進していたら。
《if》・・・NPTによる核軍縮、核兵器の全面禁止が合意され、廃棄が実行・検証されていたら。
《if》・・・EU統合が、外交・安全保障に関する連邦制度を各国議会が支持していたら。
《if》・・・中国の習近平政権が対米関係の安定化を重視し、ロシアへの制裁と和平推進を自国の利益とみなしていたら。
プーチンの戦争は起きなかった、と思います。

帝国から近代の国民国家に移行する。その地域の覇権体制が、市場によるグローバルな統合化と、アメリカの地政学的な孤立に応じて各地域のバランスを左右する政治・軍事介入を可能にし、「平和」＝アメリカ的な市場開放と国際秩序に主要諸国が参加する時代が終わったことで、平和の基礎が揺らいでいます。
朝鮮半島、台湾、2つの分断線が平和的に解消される構想を指導者たちが描けるか。地域全体におよぶ安全保障と市場統合に関する合意を積み重ねること、核兵器を減らし、互いの軍事力に関する情報の透明性を高めて、侵略の精神的・経済的・物理的コストを高く維持すること。私たちは、すべての《if》を駆使して、アジアで戦争が起きる危機を回避し、対立のエスカレーションを緩和できる能力を、今、高めておくことでしょう。
