昨年1月6日の議事堂襲撃に関する下院公聴会に、共和党から参加しているリズ・チェイニーは、その信念と勇気をもって言いました。
「ドナルド・トランプが去る日が来るだろうが、あなたたちの不名誉は残るだろう。」

学生たちが、たまに研究室に来ると、よく訊くことが1つあります。・・・本当に、この本を全部読んだんですか?
・・・申し訳ない。ほとんど読んでない本ばかりです。特に、英語の本を読むのは大変です。しかし、手元にあるのは決して無意味なことではない、と、いつも言います。
今日も自宅の本棚の間を歩いて、1冊の本を手に取り、読み始めました。ヒュー・バイアス著、内山秀夫・増田修代訳『敵国日本』です。内山氏の「役者解題・あとがき」を読んだからです。

内山氏は書いています。（もう1冊の訳書『昭和帝国の暗殺政治』について。）
・・・私の関心は、・・・私たちが戦った太平洋戦争が「世界」戦争であったことの人類史的意味の確認であり、敗戦＝降伏は世界参加の起点であるとする歴史的理解である。
・・・《世界》にとって、私たちは誤った存在であった。その誤りをもたらしたものは何か。それを徹底的に確実に突きとめ、その作業結果を戦後史に刻み込むことができたのだろうか。私にはそうは思われない。
バイアスは戦争の末期に日本を分析します。「独裁者のいない独裁制」、「神聖にして権力のない名義人」である天皇を利用した軍部の独裁であったこと。しかし、日本の政治体制が「流動的で未完成」であるからこそ「日本にはまだ希望が持てる。」
そして、日本のサムライを「ジェントルマン階級」とみなし、この特権を廃止した明治政府が、新しい商人の富と、天皇を利用した元老政治や政党政治のもとで、その社会秩序に不満を持つ「薄給の軍人たち」、「かつかつの生活しかできない恩給で暮らす」「佐官級の人たち」、他方、新興の産業界と富を誇示する「成り金連中」を描きます。
青年将校たちは、民主主義（政党政治）も共産主義も忌みきらっていたけれど、その財産国有化論には魅せられた。「彼らは国有化論に、資本家の影響力に対抗する手段と、彼らの夢見る広大な帝国の使命を実現するための無尽蔵の軍備を持つ「国防国家」を持つ手段とを見出したのだった。」（『敵国日本』93頁）

ウクライナにおけるロシアの侵略戦争がいつ、どのように終わるのか。私たちも、議論を重ねることを避けてはならないでしょう。
内山氏の引用したバイアスの展望、日本が戦争によって変わり、新しい国際秩序の一部になる未来を、ウクライナだけでなく、プーチン後のロシアにも期待しながら、こうした議論を私は聴こうと思います。
「われわれは平和に生きてゆきたいし、自分のエネルギーを自分の幸福にささげたい。・・・最低生活水準を引き上げ、すべての人々のために経済的安定を創り出し、その基礎の上に世界がかつて見たことがないような、自由な普遍的文化を構築したいのだ。」
そういう秩序の中にこそ、日本が存在する場があるはずである。

ウクライナ戦争の長期化、トランプ再選とアメリカの内乱に、国際秩序は耐えられるか。参議院選挙の公示と選挙活動が始まり、日本の政党政治を通じて、さまざまな争点に、候補者たちは正しい方針・政策を説明し、勇気と信念を示します。あるいは、不平等、停滞・閉塞感、政党政治への強い失望が、強権・独裁を理想化する時代を拓いた選挙だった、と、2050年の歴史書に描かれます。
