老人、男性の支配、派閥、資金力、カズ合わせ、セクハラ、人事、など。これは日本の政界や自民党の話だけでなく、ボリス・ジョンソンやドナルド・トランプ、中国共産党、インドのBJP、韓国大統領選挙、など、さまざまな政治権力の組織と対立、反対派への工作や破壊に共通する話でしょう。

反町理のプライムニュース（6月14日（火）BSフジ）「岸田政治を専門家分析 高支持率の死角とは? 安倍＆麻生＆菅の思惑」を観ました。おもしろい。田﨑史郎（TZ）、久江雅彦（HS）、山口二郎（YM）が、日本の政治家たちの行動・儀式を解説し、その意図を解釈しました。
★岸田内閣の高支持率。60%。50%台後半。・・・
TZ・・・たいしたことしてないのに高い支持率。独自の旗を掲げない。流れに乗ってやっていく。
HS・・・その環境があった。2つの国家的危機。コロナとその好転。ウクライナ危機。
野党の分裂、無為無策。激突しない国会。
岸田首相の「聴く力」。あるいは「聞き流す（逃す）」力。「検討する」が多い答弁。
TZ・・・岸田の政治スタイル。安倍からの転換。強く反発しない。吸収する。
安倍は攻撃し反撃する。その方が政治としては面白い。
YM・・・野党は闘えない。与野党の対決が野党内で崩れた。国民民主が予算成立に協力を掲げる。
HS・・・泉の唱えた政策立案型野党。反対することは「悪いこと」。弱い野党になった。
与党は61の政府提出法案を全て成立させた。立憲は不信任案提出。野党分裂。
TZ・・・参院選がある年は、対決しない法案が多い。
岸田との対決を演出することに失敗した。
立憲は無党派層を取れないとみて、「左派」・反自民の票を固める。そのための不信任案提出。国民民主との違いを示す。
YM・・・イデオロギーより技術的法案を並べている。維新は野党ではない。
権力を問う。個人情報、貧困など。野党はそういうテーマを掲げなかった。
物価を問う。アベノミクスの評価が不十分。「岸田インフレ」。ガソリン価格上昇はきつい。政府の対策は石油会社に対する補助金でしかない。
その論戦が足りない。戦いの構図が無い。予算委員会の作戦・連携プレーを欠く。
HS・・・指導者・政権の責任回避。国際的な情勢変化だ、と国民はみている。
アメリカの利上げ。円安。株安。アメリカでは選挙前に株高をねらう。しかし日本では難しい。
TZ・・・景気の影響は次の選挙に出ないだろう。インフレを岸田の責任にできない。
YM・・・インフレは、前政権を含めて、アベノミクスを批判すべきだった。
憲法。防衛費。野党としての主張を示すべきだ。
しかしインフレ、円安を問うのは選挙でむつかしい。票にならない。
HS・・・戦術以前に野党の分裂は負け。敗北後の野党再編だけが注目される。
YM・・・金融政策の失敗。野党が日本経済の悲観や絶望を問うのは好まれない。
TZ・・・マイナスの宣伝でも勝てる。岸田の弱点は経済だから。
アベノミクス批判は説明がむつかしく、国民がついてこない。生活苦に対する対策を問うべきだ。
YM・・・予算に国民民主が最初から協力を示したこと。
TZ・・・国民民主の玉木から自民に協力を呼びかけたようだ。自民は引き延ばして、山形で候補を立てた。協力を唱えて、もう反対できないだろう。・・・政治の世界だから。ずるい vs 甘い。
玉木には焦りがあった。国民民主の存在感が薄い。だまされた方が悪い。
HS・・・自民の目的は同盟と総評の分断。連合を壊すのが自民党の長期戦略。
★派閥領軸の会合が多発。
TZ・・・会合のニュースで存在感を示す。茂木のコネクション作り。人の関係・信頼を創る。
ポスト岸田を準備する。同時に、岸田を支える。総裁選だから動く、というのは遅い。関係を作っておく。
TZ・HS・・・麻生が要。麻生と菅の関係。創価学会の評価で不一致。しかし首相としての菅を立てた。
派閥の合従連衡。その状況の判断。必ずつながっている。
YM・・・自民党の政治家の関係と団結はすごい。野党はまったくできていない。
TZ・・・岸田と安倍。財政規律 vs 積極財政・防衛費増。しかし岸田には政策の信念がない。言葉だけ。中身は変わる。岸田は人事を握る。
安倍も今は離れない。首相に権力がある。その関係を切ることはない。
YM・・・野党協力に対する「立憲共産党」攻撃。その流れで泉が党首選に勝った。
立憲を創った枝野の情熱を継ぐ者がいない。リベラルが多く落選した。立憲の性格が変わった。
HS・TZ・・・比例で維新が立憲を超える。政治のバランスや運営が変わる。特に、憲法改正。

これは政策論争ではなく、権力闘争の話です。首相の地位を争う・狙う・奪う・倒す。他方、こうした政界が政策を決めることはできるのか? 選挙や政党とは別に、政策決定・制度改革に民意を反映するメカニズムが必要だと思いました。
野党は政策や、それを実現する政権獲得を行動原理とするが、自民党は政権維持・永久化を図り、それを前提に派閥と人事を行動原理とする。
野党政治家は次の選挙に生き残るかどうか、数年がすべてだが、自民党議員は安定した選挙地盤を築き、数十年の政治的浮沈を生きる。何にエネルギーを消費するか。野党の政治家は電燈や焚火に集まる昆虫だが、自民党とその政治家は、巨大な樹木や潮流、象やクジラ、食物連鎖に似ている。そういう印象を受けました。
同じ頃、NHKでは、映画界の性暴力を当事者が語っていました。細田衆院議長の不信任案もこの点を質すものでした。
