戦場において敵の侵攻を阻み、補給線を断って孤立させ、退却する敵を粉砕することで戦線を押し戻す。ゼレンスキー大統領は3月24日の侵攻前の状態を交渉開始の条件としました。アメリカやNATO諸国、西側の安全保障を担う者が、これを全面的に支援する局面が、次の和平と戦後交渉に至るのは当然です。
平和を築く安全保障と経済的復興、繁栄の条件を、どのように構想しているのでしょうか?

ロシアがG8の1つに加わり、EUやNATOが変容して、ロシアのヨーロッパ側におよぶ国際秩序の再編成を遂げていたかもしれません。もしそれが実現していたら、ウクライナにおける戦争は起きなかったでしょう。

中国の未来において、その指導者たちが台湾独立を歓迎し、中国が市場や文化を通じて、台湾を含む世界各地の中華圏とグローバリゼーション、西側中心の国際秩序を再編成するとき、台湾侵攻はありません。

バイデン大統領が韓国と日本を訪問した。アジア外交である、という。ヨーロッパではEUサミットとNATOに出席し、アジアでは米韓・米日首脳会談とクアッドに参加した。そして、IPEFを提唱した。インド太平洋経済枠組み。
バイデン政権が最初に示した日米太平洋憲章に比べて、これは何だろうか? と思いました。
トランプはTPPを離脱した。しかし、バイデンもTPPには戻らない。トランプはNAFTAを破棄し、USの脅しを加えて再編した。トランプは、中国を世界貿易から排除するため貿易戦争を開始した。NATOも要らないと示唆し、ロシアとの和解を模索した。
イラン核合意から離脱し制裁を加え、キューバとの国交再開を阻んで制裁を再導入した。日本や韓国に対する安全保障の約束を軽視し、その条件として貿易不均衡の解消を強いた。北朝鮮の金正恩と、シンガポールのサミットで握手し、板門店では境界線をまたぐパフォーマンス、朝鮮戦争終結に向けた噂があった。中国のウイグル問題をジェノサイドと認定し、コロナウイルスの起源が中国の生物兵器だという主張を繰り返した。

IPEFは、ロシアと中国が排除された国際秩序をめざすのか? あるいは、むしろウクライナ和平、米中貿易戦争の解消に向かうのか? トランプに呪縛されたバイデンが、地球の反対側で進む、もう1つの和平交渉を担う。
