中立国として優れたモデルを示してきたフィンランドとスウェーデンは、NATOに加盟できるのか。あるいは、トルコの拒否が続き、NATOが形を変えるのか。
ウクライナの戦いについて、2008年、北京オリンピックの開会式に合わせてプーチンが侵攻し、国土の一部を切り取ったジョージアでは、ウクライナを支持する国民感情と、ロシアとの経済・外交関係を維持する政府方針とが衝突します。

The Economistを読みながら想いました。ある意味で、ロシアを擁護する中国が主要貿易相手国であるため、多くのアジア「民主主義」諸国もロシア非難を明言しません。記事によれば・・・
インドネシアは今年のG20の議長国です。Joco Widodo大統領は、ロシアとウクライナは、どもにインドネシアの友人である、と言いました。物価上昇による社会不安を恐れて、インドのように、値引きされたロシア原油を購入する話があります。
韓国の尹錫悦大統領は、「リベラルな民主主義」のアジアにおける旋回軸をめざすと宣言しました。しかし、中国が圧倒的な輸出市場である。北朝鮮との安全保障問題を抱え、アメリカ軍の核再配備やミサイル防衛システムの拡大を願うが、中国は強く反対します。
ロシアは、東南アジアにおける主要な武器輸出国です。社会主義体制のベトナムも、ロシアの武器供給を失うことは重大な損失だと考えます。しかし、民主主義のインドと同様に、ロシアからアメリカに、その重心を移しています。
カンボジアは、独裁・専制国家としてロシアと中国に緊密に協力すると思われました。しかしフン・セン首相は国連の非難決議に加わった。西側との関係改善を望んだからです。
政府の姿勢は、さまざまな観点から計算されますが、国民感情の強さは計算外です。シンガポールでは中国系メディアがロシア擁護論を広めており、政府の明確なロシア非難を好みません。韓国では、国民の熱烈なウクライナ支持を政治家たちが無視しています。
プーチン大統領が11月のG20に出席するなら、バイデン大統領や岸田首相が思うほど、孤立してはいない、と予想されます。むしろ、ウクライナ和平案を展開するかもしれません。

ウクライナ戦争は、台湾の安全保障について、戦略や国民・地域の支援策を刺激しています。ウクライナが示したように、台湾が侵攻に長く持ちこたえるほど、西側の支援は急激に強化される、と期待できます。ウクライナやフィンランドの防衛システムから学んで、台湾住民の防衛意識は高まり、政府の予算や防衛計画は急速に見直されるでしょう。
しかし記事は、台湾が海峡を隔てていることで、侵攻をむつかしくするだけでなく、西側の支援・補給もむつかしい。また中国への経済制裁はロシアと全く異なる、と指摘します。
日本はどうか? ・・・強力な海軍、紛争地点に近接し、沖縄などに重要な米軍基地を置く。貿易や、物資・人材の点で台湾との関係が深い。すでに尖閣諸島をめぐってグレーゾーン戦争と国内の政治論議が始まっています。
USはどうか? ・・・「民主主義と独裁・専制国家の闘い」というスローガンは、国内的なメッセージ、トランプの呪縛! であると思います。民主主義サミット、新しい冷戦のレトリックが、アジア諸国や世界の貧困地帯を励ますことはないでしょう。
軍事力で答えを出す以外に、何か別の答えはあるのでしょうか? ウクライナや台湾の安全保障と改革、地域統合化を確保する枠組み、中立地帯や非核宣言、法の独立性と言論の自由を組み合わせる構想に参加する国を、アメリカと中国が支持する時代が来るかもしれない、と私は思います。
