（コメント） 中国の習近平体制が、コロナウイルス管理とハイテク企業育成の点で失敗する、と予想しています。競争的な資本主義の1つとして、日本も他人事ではないはずです。
ウクライナ戦争で注目したのは、国境でも、エスニシティでもなく、自律した仲間が集まって築く国家という彼・彼女たちアイデンティティです。この戦争が、ソ連・プーチン独裁のオリガルヒ支配体制を脱する3度目の革命だ、という情念が胸を打ちます。
同時に驚くほど明解に示されるのが、支配的な欧米が掲げるリベラル政治・国際秩序が、その内外で溶解している現状です。左右の「ビッグ・テント」に終結した2大政党制という高齢者の政治モデルと、それを破壊する若者たちの不満がぶつかった内政の長期混迷、プラス、ロシアに対する非難決議に示された、欧米に従わない「国際社会」の分裂状態は印象的です。

IPEの想像力 5/9/22
5月9日、午後4時から始まる、というプーチンの演説を観るために、私はテレビの前にいました。《西側》のメディでは、プーチンがウクライナにおける戦争の成果や勝利を宣伝し、さらに戦場を拡大することや核兵器による威嚇があるだろう、と予想されていました。
しかし、西側やアメリカの拡大方針やウクライナへの核配備の懸念、ナチズムを非難し、ロシア軍を称えることに重点がありました。朝日新聞デジタル記事「プーチン氏「祖国を守ることは神聖」−「戦争」宣言なし、苦戦影響か」2022年5月9日によれば：
●プーチン大統領は「やむを得ない、時宜を得た唯一の正しい決断だった」と侵攻を正当化した。
●ウクライナへの「戦争」宣言はなかった。
●核兵器使用を示唆する趣旨の発言もなかった。
●悪天候のため航空機の飛行は中止となり、核戦争時に大統領らが搭乗して指揮をする航空機「イリューシン80」（別名・終末の日の飛行機）も飛ばなかった。
●演説の力点は、ロシア国家を守る、愛国心の訴えに置かれた。

先の戦争をふりかえって、国民の団結や犠牲者の勇気を称えることは、すべての国家が行っています。・・・「祖国を守ることは常に神聖だった」と述べ、「あなた方は（ウクライナ東部）ドンバス地方で戦っている。我が祖国ロシアの安全のために」。
これが戦争の大義であるなら、これを前提にした交渉に応じる、と聞こえませんか?
演説は、その意味で「ストライクゾーン」であり、プーチンの偏執や狂気を疑っていた西側の軍事関係者・政治指導者たちに、自身の政治的合理性を示すものだと思いました。彼のボールは、確かに、血まみれですが、頭や体を狙って投げてはこなかった。
この低めのストライクゾーンに来た強いボールを、西側は打ち返すべきでしょう。

民間人の避難は終わった、と両国政府が認めたことで、製鉄所の地下を拠点に戦い続けるアゾフ大隊が殲滅されるのではないか、という不安が胸を圧します。
ウクライナに大規模な重火器の支援を実行することは、プーチンとロシア軍にたいする圧力であり、交渉を進めて停戦に合意する前提と考えるべきです。戦争を続けて完全に勝利する、という主張は、戦後の秩序に関する交渉をむつかしくします。
西側諸国が交渉を拒否する理由として、プーチンの戦争犯罪や民間人虐殺を挙げるのは、Pankaj Mishraが言うように、帝国的拡大、国際秩序として自国の利益を強制してきた歴史を顧みない、また、今も世界の占領地域や戦場で行われている大規模な残虐行為を無視したまま発言する、中身のない政治的ポーズです。
毒ガス、小型核兵器、占領地域における選別収容所、ロシア各地への強制送還。学校や病院、文化施設や歴史的遺産の破壊。捕虜や民間人の処刑。組織的なレイプ。
すべての戦争、侵略行為を終わらせる。軍備拡大や核武装の正当化に利用しない。そういう民衆の姿勢を明確に自らの圧力として強く意識しながら、現実の国家間政治を動かす、各国の外交官・戦略家、国家を超えて発言する政治指導者たちが誕生する瞬間、を想います。
