IPEの想像力 5/2/22
帝国の建設と分離独立の運動が、歴史を建設する物理法則のように働きます。
「私たち」は、統治するのに十分なほど「大きい」ことを求め、他方で、「他者」を嫌って十分に分離することを求めます。ロシア帝国、大英帝国、大日本帝国、アメリカ指導の国際システム、中華帝国、大ハンガリー、大セルビア、ヒンドゥー至上主義、ほかにも、至る所に。
強大な軍事帝国を築く理想や、過去の帝国についてのノスタルジーが、政治運動や国民の政治意識を変形し、権威が溶解する土地では、多くの流血と憎悪にかられた復讐劇が続きます。
戦車や戦艦が境界線を越えるより、貿易や投資、通貨、移民労働者、避難民、情報、教育・文化、様々なインフラが、境界線を越えて繋がり、多層の地政学を形成して、河川や海洋を制御する管理学に基き、未来の政治を築くべきでしょう。

S. Waltは権力者たちが「ナショナリズム」を十分に評価しなかったとき、深刻な失敗に至った、と警告します。Waltによれば、ナショナリズムとは、2つの支点で世界を動かすことです。「世界は重要な文化的特徴（共通の言語、歴史、祖先、地理的起源など）を共有する社会集団で構成されている。」 そして、「すべての国がそれ自体を統治する権利があり、部外者によって支配されるべきではない。」
しかし、国家を分割するほどの文化的特徴とは何か？ ナショナリズムの領土を、どのように定めるのか？ それは、生物学的な特徴でも、特別な歴史でもなく、「自分たちは1つであると心から信じている」ことによって変わり続けます。

ロシア人の帝国支配を復活させるプーチンの殺戮マシーンがある限り、いかなる外交も和平案も現実的な終結をもたらさず、プーチン体制と帝国の幻想を滅ぼすまで戦争は続くでしょう。しかし、もし中華帝国が、その緩衝国家としてロシアと北朝鮮を維持するなら、殺戮は終わりません。
さまざまな幻想と脅威のイメージを広めるハンガリーのオルバーン政権が選挙に勝利し、ブレグジットによって権力を握ったEU離脱派のイギリス保守党政権も、帝国の幻想を操って、選挙に勝利し続けます。北アイルランドの統一と独立のイメージが動揺します。
ウクライナの外相Dmytro Kulebaは、FPに書きました。「ロシアとの戦争でウクライナが勝利することは、（地政学の）デジタル・トランスフォーメーションをさらに促進し、三極世界（US、中国、ネット市民圏）の確立を加速する。他方、凍結された権威主義的ロシアに対して、活気に満ちた民主的ウクライナが敗北することは、世界の歴史を逆転させるだろう。」

アフリカやアジア、ラテンアメリカの新興民主主義だけでなく、アメリカやフランスも示したように、大統領選挙の意義の多くは失われたように思います。トランプのように、フィリピンの独裁者マルコス=ドゥテルテ連合は、その暴力的な支配モデルを国民投票によって正当化します。
境界線の土にも、投票箱の中にも、政治を神聖化する遺伝子は隠れていません。優れた統治を促す政党や選挙の21世紀にふさわしい姿を求める移行期を、私たちは生きています。
