IPEの想像力 4/25/22
ブレグジットが起きたことの意味は、まだ数年先でないとわからない。私は小著にそう書きました。しかし今も、政治は暗闇の中で迷走し、明かりが見える場所を探しています。
ブレグジットで、まず問われたのは、EUを支持するスコットランドが独立する、ということでした。しかし、独立後の統治案がまとまらず、分離も独立もしていません。
北アイルランドは、イギリスの最初の植民地です。そして、すぐに最後の植民地になる、と言われました。しかし、その過程には、カソリック系住民（ナショナリスト）とプロテスタント系住民（ユニオニスト）との流血の内戦が影響しています。
北アイルランドは、1921年、アイルランド共和国の独立に激しく反対した少数派のイギリス国教会・プロテスタント系住民が、その地区だけであれば多数派になるように、しかも、生き残るための十分な規模で、イギリス領として囲い込んだようです。まるで、今、プーチンがウクライナ東部でしていることです。
ようやく1998年、和平・ベルファスト合意（グッド・フライデー合意）が成立したのは、共通の基盤としてEUがあったからです。北アイルランドはイギリス連邦の関係を重視し、カソリック系住民は共和国への統合を望む。しかし、イギリスもアイルランド共和国もEUであれば、関税や法律で大きく異なることはなく、双方が頼るべき政府に期待できたのです。
しかし、合意による自治政府の結成はうまくいかなかったようです。IRAの武装闘争とその政治部門であるシン・フェインが、自治政府を通じて、限定的でも支配権を得ました。しかし、ユニオニストは敵対し、妥協を拒み、双方の代表を含む政府が成立しない時間が長く続いて、ある期間、イギリス政府が直接統治を復活したようです。
そして、イギリスのEU離脱を決めた国民投票は、合意の共通基盤を破壊しました。ボリス・ジョンソンが、勝手な妄想で境界線を消し、結局、境界が必要でEUとの合意を公然と破っても、国際法違反だ、という批判を無視しました。
北アイルランドがアイルランド共和国と統一する前に、国境検問所がトラブルを生じ、30年におよんだ内戦が再発する、と不安を生じています。
現在の北アイルランドに関して、The Economistの最近の記事は伝えています。
従来は激しい反EUを主張したシン・フェインが、ブレグジット（EU離脱）には反対し、残留を支持しました。しかし離脱が決まった後は、EU議定書を支持しています。イギリス政府が独自の関税や法律を決めると、北アイルランドとイギリスとの貿易が減り、共和国との貿易に転換する、という期待があるからです。
それは間違いだ、とThe Economistは批判します。ブレグジット後の統合に向けた住民投票や障壁の増加、不確実性は、投資を妨げ、北アイルランドを貧しくするだろう、と。
また、本当に共和国に統合するなら、企業の競争力がEU規模で再び試されるでしょう。そして、共和国の一部となった北アイルランドは、地方行政に合わせた根本的な制度やルールの調整を強いられます。自治政府の権限も大きく削減されるでしょう。
あるいは、自治政府の大幅赤字はロンドンが補てんしていますが、イギリスよりも人口の少ない共和国が負担することを好むとは思えません。自治政府の赤字幅はEUの基準で観ても抑制されるべきです。
シン・フェインがその準備を済ませているとは決して言えません。

記事は、ブレグジット後も、イギリス社会の分断は続いているが、投票後に残留派が武器を取って内乱になるというシナリオは全くなかった、と書いています。フランスで極右の大統領が登場したら、トランプが再選されていたら、民主主義国家が内乱状態になったのか。それは試されていないシナリオです。
ソビエト連邦崩壊後の各地における国家秩序が安定する条件は、予想以上に複雑で、独裁や内戦状態が繰り返し現れます。英帝国の解体後も、スコットランド独立や、北アイルランド統合が、経済的な損得で決まらないのは、ブレグジットと同じです。
独立や主権は「魔法の杖」ではありません。ゼレンスキーが指導者として、国民の命を1人でも多く救うために、EU即時加盟を成果として、ロシアへの領土割譲に関する和平合意を、プーチンと結ぶ日が来るかもしれません。
