核戦争へのエスカレーションを避けねばならないアメリカやNATOの姿勢を、プーチンは核兵器による脅迫で、勝利のために利用します。北朝鮮の弾道ミサイル問題も、アメリカによる核の傘を疑うアジア諸国の核軍拡競争に向かいます。

IPEの想像力 4/11/22
戦争は、グローバリゼーションという市場統合の圧力が、各地の社会・政治秩序の伝統的な基礎を侵食し、歪めた末に、異なる方向へ地殻が変動する中で起きました。
あるときまでは、英米の市場崇拝が後退し、多様な政治経済モデルが共存する途を見ました。しかし、ウクライナに動揺と亀裂が走っています。中国、ロシア、中東、南アジアなど、地域的自律性と安全保障を重視する政治的変異で、強権的政府や、独裁者が狂気を競う世界が広がります。民主的な合意形成や自由な意見交換を尊重する社会、技術革新の利益を公平に分配する政治秩序をめざす人々は、軍事独裁者と、激しい闘争を始めています。

ウクライナがロシア軍の攻撃・殺戮・破壊によって失う富は、ロシアが経済制裁によって失う富よりも大きいでしょう。しかし、戦後の秩序再建（世界からの隔離・孤立）まで含めるなら、ウクライナが勝利する、と予想する方が合理的です。
VoxEU.orgの論説（A blueprint for the reconstruction of Ukraine）は、ウクライナが戦争で受けた損害と復興に関する要点を示しています。
ドイツや日本を占領し、戦後秩序と経済復興に成功したアメリカが、アフガニスタンやイラクでは、占領にも復興にも失敗し、そもそも勝利すらできなかったことは印象的です。たとえ軍事的に戦闘を終結させても、その経済活動や社会的安定性が回復する可能性は、ウクライナとロシアで大きく異なります。
戦後秩序の一部として、ウクライナは国際通貨・金融システムから支援を受け、援助や融資を受けるでしょう。気候変動対策や政治的腐敗の一掃に向けた国際プログラムにも参加すると思われます。インフラ投資だけでなく、教育や訓練、技術移転、企業からの直接投資が、EUの一部として、ウクライナの平和と繁栄を築きます。

The Economistは、経済的自由の拡大は繁栄をもたらすだけでなく、不平等や不安定さ・未来への不安を強めるため、正しい改革や政策を実行する政府を必要としたし、その状況を悪用しない、民主政治の成熟と市民的態度が欠かせない条件であった、と考えます。
Harold Jamesは、グローバリゼーションの循環を観るだけでなく、その具体的姿を決定する政治過程に注意します。1970年代の混乱を経て、インフレの抑制とマクロ経済管理の共有された原理が支持され、貿易や投資、技術、サプライチェーンなど、1990年代のグローバリゼーションと、それがもたらす富や不安定さを決めたのは、政治を担う者たちです。
