多くの人命が失われ続けるウクライナの戦場は、同時に、さまざまな経済戦争・情報戦争として、国境を越えて拡大しています。プーチンの19世紀的な戦争は、NATOの21世紀型戦争と合わせて、大国であれ小国であれ、その意識と行動パターンを変えるでしょう。
リトアニアに対する中国の制裁について、The Economistは「リトアニアの人口は北京市の行政区の2倍ほどしかない」と書きました。しかし、その貿易紛争はリトアニアを含むEUが中国をWTOに提訴し、アメリカ、オーストラリア、イギリス、日本もリトアニアを支持しています。
中国が憤慨した理由は、リトアニア政府が台湾の代表部をTapei支所ではなくTaiwaneseとして認めたからでした。中国にとって、それは台湾を「あたかも国家のように」扱うことを意味すると憤慨し、決して許さないのです。リトアニアの中国向け輸出は全体の約1%でしたが、中国はリトアニア製の材料や部品を使ったすべての製品を輸入制限しました。

かつて中国は日本に対して、尖閣諸島問題に関連し、レアアースの輸出を止めました。また日本も、韓国に輸出する、半導体洗浄に必要な製品の規制を変更した際、顕著な政治問題になりました。EUを離脱したイギリス政府は、輸出や輸入に関して独自の規制や条約で、自国への投資や貿易を戦略的に誘致・再編したい、と考えています。
ロシアのウクライナ侵攻と西側諸国による経済制裁は、それが戦争を止めるために有効な仕組みである、と広く支持されるわけではありません。R. Skidelskyは、日本の真珠湾攻撃がそうであったように、貿易規制や経済戦争から軍事力行使につながることも多い、と警告します。大規模な経済制裁は、開放型の国際システムをゆがめ、分断・破壊してしまいます。経済封鎖によって政権やナショナリズムが強化され、制裁と報復の効果は、独裁国家より、むしろ民主主義国の政治過程に大きな混乱と政権の崩壊、独裁化を刺激します。

マイケル・サンデルが白熱教室で「民主主義の危機」をアメリカ、日本、中国の学生と語り合っていました。その中で、民主主義の原理として、①複数政党制、②代表の直接選挙、③言論の自由（政府を批判できる。検閲しない。）を挙げました。
「民主主義は機能しない」と私は拙著に書きました。その意図や効果から考えて「民主主義」には2つの焦点がある、と思います。A）さまざまな意見・利害関係を集約し調整する（紛争・内乱・革命より、議会での討論を重視する。銃弾ではなく、投票で勝つ）。B）権力の行使を監視し制限する（政策の決定や執行の手続き、具体的なケースに説明を求める。民意を軽視する権力者を交代させる）。

イラク戦争やアブグレイブ収容所が示すように、アメリカ外交は、他国の政策や国際ルールを、アメリカの利益になるという理由で強制し、利益にならないという理由で破壊しました。大国であるほど、国内のさまざまな党派や利益集団、グローバル企業が内政の関係領域を占拠し、それが戦場や外交は不合理で野蛮な方針転換と虚偽や裏切り、その偽善的な正当化に向かわせると思います。
リトアニアが台湾代表部を閉じるより、中国と貿易紛争を続けたのは、ウクライナ侵攻に関係がある、とThe Economistは言及しています。中国はロシアの「侵攻」を非難せず、ロシアが植民地化したベラルーシに隣接するバルト諸国は脅威に直面しています。リトアニアの政治は、ウイグルの人権問題、香港の民主化弾圧を観て、中国に批判的なものに変わっていました。
