戦争をめぐる政治と制度がどうなるのか、明確な見通しはなく、今は、短期の軍事的選択とエスカレーションに関心が集まります。
軍事力の行使か、経済制裁か? ・・・核戦争を避ける。そういうロジックで、バイデンは経済制裁を選択した。国内政治の風を読む必要もあった。
・・・しかし、アメリカは産油国、農産物の輸出国でもあり、ドルは金融・決済を支配しているから、ロシアに対する「経済制裁」が好ましい。他方、EUや日本は違う。
バイデンが明確に米軍の派遣を否定したことで、プーチンのエスカレーションが始まった。・・・コミュニケーションや認識の制御に失敗したのではないか?
他方、プーチンは自国民やウクライナ国民の意識を読み間違えている? ・・・そうであれば、大勝利のストーリーを得るまで、エスカレーションが続きます。
・・・ウクライナ側が核兵器や生物兵器を開発しようとしていた、化学兵器を使用する、とプーチン政権が警告しています。アメリカ政府は、これがロシア軍による化学兵器の使用を準備する情報操作だ、と注意します。
EUへの難民はいずれ受入能力の限界に達する? ・・・戦争が長期化すると、EU国内の貧困や経済問題が軽視されることへの反動が起きる。2015年のシリア難民危機では、100万人を超えてから、ドイツの世論は変化し、難民をトルコに送り返しました。
中国は、ロシア寄り、というけれど、それは違う。アメリカに従わないだけでしょう。ロシアもアメリカには従わない。・・・中国もロシアも、互いを嫌っている、と思います。
・・・アメリカが、中国を封じ込めたり、西側を統一したり、イデオロギーや正義を独占する時代ではありません。世界は多極化している、と思います。
日本の外交に期待できるのか? ・・・日本は、軍隊を持たない、核兵器を使用された唯一の国である、経済援助をもっぱら外交手段とする国として、独自の役割を構想しました。
・・・今は、軍隊を国外に派遣し、核兵器保有を議論し、経済援助で中国におよばない。日本の外交は、ドイツと違う意味で、ウクライナ戦争の後に大転換するでしょう。
ゼレンスキーは日本で何を訴えるか? ・・・ロシアによる北方領土の占拠とミサイル配備。ロシアがウクライナで核兵器を使用するだろう。日本の植民地支配と侵略の歴史か、空爆と敗戦、復興の歴史か。

石油危機、スタグフレーション、債務危機、バブル崩壊、原発への爆撃、放射能汚染、株式・債券市場の閉鎖、金融危機、中央銀行・通貨の破壊、ユーロ圏解体、ソ連解体、ハイパーインフレーション、体制崩壊、破綻国家、国際連盟からの除名・脱退。
化学兵器、生物兵器、飛行禁止空域、戦術核、無人・精密誘導兵器、ドローン、ロボット、ハッキング、インターネットの遮断、監視カメラ、顔認証・生体認証、フェイクニュース、ディープフェイク、攻撃型衛星、戦略AI、スマートフォンのロック解除、SNSの検閲、コンピューター・ウイルスの拡散。
都市包囲・空爆、略奪、飢餓、強姦、伝染病・パンデミック、海上封鎖、病院・学校・教会への爆撃、文化財・歴史遺産の破壊、傭兵、義勇兵、分離独立派・住民投票、民間軍事サービス、偽旗作戦・偽装兵、拷問のためのブラックサイト、テロ支援、指導者誘拐・暗殺・粛清、旅客機撃墜、難民の戦争利用・武器化、捕虜の強制移住、ジェノサイド。
核保有諸国間の全面戦争、人類の大規模な死滅、地球環境・生命圏の破壊。

ゼレンスキーはどうすべきか? 私が彼の副官なら、キエフをひそかに脱出し、ウクライナ国内で反ロシア闘争を指導することを勧めます。食料や燃料、軍備も含めて、主要都市を無人にする計画を進めます。そして、ロシア軍の兵站を破壊し、持久戦に勝利します。
プーチンはどうするのか? 私が彼の副官なら、プーチンをぐるぐる巻きにして、地下室に放り込みます。1週間でも、1カ月でも、半年ぐらいかな。最小限の食事を与え、誰も会わない。
ロシア国民はプーチンの後継者を決めます。再び治安機関のボスなのか、あるいは、ナワルニーか。
