FTパリ：深刻なジレンマだ。ロシアの扱い方について、英米の意見と独仏の意見との間で対立があると思う。ロシアは、どこにも行かない、独仏の隣国であり続ける。その脅威を抑える必要がある。ロシアはベラルーシの憲法を変えて核兵器の配備を求めた。
FTモスクワ：ロシアの世論は、政府の主張をまだ信じている。大規模な戦争など起きていない。クリミア併合は成功だった。プーチンの目標は正しい。しかし、制裁によって生活が悪化するのを恐れている。スポーツ選手やTVキャスターが戦争に反対して拘束された。
FTパリ：中国は慎重にバランスを取っている。領土の一体性、という原則を主張して、台湾問題と切り離す。そして、NATOを拡大したアメリカに責任がある、というプーチンの説明を受け入れている。
Rachman：アメリカの一極支配に反対する点で、中国はロシアの侵攻を支持しているだろう。アメリカの弱さ、ヨーロッパの分裂、東アジアにおけるアメリカの影響力低下は、歓迎だ。
FTモスクワ：ロシアは1980年代のイランなのかもしれない。反米感情とプロパガンダが支配する。

プーチンは、軍事侵攻なしに、外交によって、ウクライナの中立化と全欧の安全保障 に関する枠組みを再定義できたでしょう。戦争は、プーチンとゼレンスキーの失敗です。
さらに、アメリカ、ドイツ、フランスの指導者が、ドイツ再統一の過程に、ユーロの成立だけでなく、ロシアを含む安全保障のプロセスを合意するはずだった、というH. Jamesの指摘に注目します。

帝国の崩壊は、多くの諸民族・政治体が各地で競い合い、興亡をともなった新しい秩序による安定化を必要とするのでしょう。ウクライナ侵攻は、ソビエト連邦が解体した後の政治経済秩序を安定化する試みが失敗した、ことを示していると思います。
第1次・第2次世界大戦の結果がユーラシア大陸をどう変えるのか、トルコ、オーストリア、ドイツ、ロシアの諸帝国崩壊は、今も地殻変動を続けています。
ドイツが再統一するとき、戦争前にさまざまに変更され、争ってきた国境線を変えなかった。国境は固定し、領土内の主権を認め、異なるエスニック集団を尊重し、優れた統治を示すことで同化を促す。あるいは、他国の領土に残された仲間の地位が保障されるよう、条約を結び、国際機関を設け、外交的に働きかける。

プーチンの戦争は、新しい時代ではなく、アメリカやNATOが行った戦争、地域の大国が今も続ける周辺地域への安定化・侵攻を前提した、帝国とナショナリズムの時代の継続です。国際秩序をめぐる論争は、こうした往復運動を繰り返し、各地のガバナンスを改革に向けた圧力にさらします。

経済制裁や封鎖によって戦争は終わりません。戦争は、常に、大国が勝利するまで続きます。
外交は、戦後秩序の条件を交渉することで、多くの死傷者と、戦争の意味を定義します。
世界中の強権指導者と軍事侵攻、民間人虐殺に対して、さまざまな形で記録を残す時代に、優れた指導者は安全保障を含む国際政治の条件を交渉で決めると思います。
プーチンが世界史の勝者になる機会はいくつかあったでしょう。しかし彼は今それらを捨てて、敗者になりました。
