IPEの想像力 1/3/22
リドリー・スコットのSF映画「ブレードランナー 2049」を観ました。地球環境の破壊や汚染、砂漠化、食糧危機、昆虫食、格差、スラム、フェイク3D画像、人工妊娠・出産、異星の植民地建設・・・ 現実世界がSFを追い越す局面に私たちがいることを感じさせる、暗い、華やかな、映像です。
豊かな者はアウター・ワールド（異星の植民地）に去り、レプリカント（人造人間）たちがどれほど過酷な条件でも働くことを拒否しない《秩序》を、大企業の科学者と、《解任》＝処刑執行人であるブレードランナーが支える。

The Economistのアメリカ外交に関する長い記事は、真珠湾から始まります。超大国として、アメリカは日本政府を軍事力で倒しただけでなく、その政治体制と憲法を変え、国際秩序に取り込み、市場を開放して日本の経済復興を受け入れた、と。冷戦におけるヨーロッパでもそうでした。しかし、ソ連が解体したときは違いました。今は中国と対決しています。
アメリカ外交は、オバマ、トランプ、バイデンが示すように、イラク戦争で変わりました。かつて、民主主義体制を守る、開放型の世界市場秩序を維持すると宣伝し、アメリカは軍事力を行使した。今は、米中対決を強調する一方で、他国における戦争を嫌う国民感情に強く支配されています。
政権内部でも、アメリカ議会でも意見が対立し、外交と経済制裁を重視するバイデン外交にそれらが混在しており、安全保障を頼る日本などの同盟諸国を不安にします。プーチンとのビデオ対話はウクライナに対して軍事力で対抗しないことを確認したでしょう。それは台湾についても、習近平を刺激するだろう、と。
中国に対して、アメリカは同盟諸国を協力させ、一層の軍事的関与を明確に示したいと考えます。しかし、貿易や投資においては方針を示せず、中国の関与が深まっています。アメリカの核の傘も信頼できない時代に、アメリカ外交は真珠湾の教訓を忘れたのか?
対照的に、日本の特集記事では、これまでの非難と軽蔑をにわかに修正する姿勢を示します。日本から学ぶべきだ、と。
日本は、中国と対峙する最前線にあり、しかし、アメリカのような対決姿勢を取らず、関係を深めることに成功している。日本は、世界が急速に向かいつつある人口減少と長期停滞の時代を、最先端で経験し、しかも、それが必ずしも衰弱や不安定さに苦しむわけではないことを示している。日本は、世界がますます環境破壊と気候変動による災害の多発、激甚化に向かう中で、地理的に火山帯・巨大地震を避けられず、台風の被害にも苦しみ、東日本大震災では福島原発事故と炉心溶融の衝撃を世界に与え、東京オリンピックはパンデミックで延期後、無観客で開催された。
レジリエンスという概念が新しい世界秩序の基軸となり、新自由主義を脱却するための社会改革に力を与える思想やモデルを刺激しつつあることは、まさに世界が学んだことでしょう。しかし「日本から学ぶ」とは、日本政府ではなく、各地の協働社会・運命共同体を指します。

NHKスペシャル「マイケル・サンデルの白熱教室 中国の友よ 君はそれで幸せなの?」2022年1月3日は、最後に、自国の政府を信用するか、と問いました。中国・復旦大学の学生たちは全員がYESであり、ハーバード大学の学生たちは1人だけがYESでした。日本の東京大学で学ぶ学生たちは、確か、曖昧ながら全員がNOであったと思います。
朝日新聞デジタル記事「平野啓一郎さんが考える日本の弱点 現実の理不尽に目をつむるな」（根本晃、編集委員・谷津憲郎2022年1月4日）を読みました。
「仮想現実（VR）のテクノロジーが進んだ40年代の日本。主人公の青年は、亡き母のメールや写真をAIに学習させ、VR空間にVF（ヴァーチャル・フィギュア）として母を再現させる」が、最後は、AIと人間の経験を区別する。
「現代は上位1%の超富裕層が世界の個人資産の4割近くを保有する、人類が今まで一度も経験したことがないようなばかげた格差社会です。」「同じ人間として生まれてきたのに、一人が何不自由なく、120年の人生を謳歌（おうか）して、もう一人が貧困にあえぎながら短い人生を終える。そんな未来を放置してはいけない。」
