IPEの想像力 12/20/21
12月20日の朝日新聞で、「メイド・イン・チャイナ上陸」「技術でも気づけば中国製」を読みました。電気自動車、スマホ、ドローン、AIでも、中国企業の成長と世界進出が顕著です。
日本の活気ある企業が、かつて、鉄鋼、自動車、家電・半導体、そして、銀行や証券会社も、世界市場にける優位を築いた《時代》の条件を、グローバリゼーションや中国の台頭は根底から破壊したようです。その後、次々に書き変えられた経済地図は、さまざまなドキュメンタリーや経営学の論文、小説になっていると思います。
GAFAや中国の台頭を観て、ベンチャー企業や新興経済への投資、スタートアップ企業への投資ファンドが話題になっています。それが単なる金融の異常な緩和状態による幻想なのか、金融寡頭制と国民国家を超えた《ハイテク農奴制》の始まりなのか、市民社会に対する影響を政治が明確に定義する瞬間が来るでしょう。
しかし、グローバリゼーションの衝撃を受け止めきれずに、旧産業地帯の多くの企業が利益を出せないとしたら、投資は衰退し、政治の迷走と不満、極右やポピュリストたちの怒声が民主政治の基礎を侵食します。

NHK・BS「スーパーネイチャー：驚異の感知力 超自然を技術に生かす」を観ました。
《バイオミミクリー》とは、生物の形態や生態系を模倣することで、科学のフロンティアを開拓する研究方法です。なぜなら自然界の生き物が進化する過程で、人間と全く異なる原理の感知能力・運動能力が現れたからです。
白頭ワシの視覚、ミミズクの聴覚、シャコやモルフォ蝶の視力、色彩判別力、トンボの複眼・・・ たとえば、犬の嗅覚が人間を驚嘆させるものですが、それを超えるカイコ蛾の嗅覚は、メスのフェロモンを10キロ離れても感知する、というのです。それは、失くした物や行方不明者を見つけるだけでなく、爆発物を感知し、病気さえも臭いで識別できる、と言います。
大国や巨大企業、核兵器の支配する世界ではなく、各地の研究室や森の中の観察者が、さまざまな知識のフロンティアから社会を豊かにできるほうが、市民的な豊かさと平和が広まるでしょう。

NHK・BS映像の世紀プレミアム（20）「中国 “革命”の血と涙」を観ました。
大躍進の深刻な失敗を認めた毛沢東に対して、劉少奇と鄧小平が権力を掌握するが、その数年後、農民や学生の不満を吸収する動乱に乗じて毛沢東は政権を破壊し、指導部から反対派を一掃する。フランス革命の急進化やファシズム、共産主義革命を解剖するB. ムーアの記述を再現するような、鮮烈な記録映像でした。
中国、インド、アフリカ・・・十億人の市場が貧困から脱して富裕化する大きなうねりに、世界の各地域は適応・調整を模索し、各国の政策担当者や企業の関係者、地域のコミュニティが知恵を絞ります。
確かに、大国は戦争によって領土支配と秩序を決める。しかし、貿易や投資の連続的な再編成が、今後、何十年も続くでしょう。致命的な金融パニックを回避しながら、開放的な国際秩序を維持し、政治や文化を流動化しつつも、安定性を回復するする柔軟性のある地域経済群を、そして、ユニークな技術革新能力をめざす私たちは、今もなお、グローバルな近代市民革命の中で生きるのです。
